Right-of-Way (ROW) Technician

South Florida Water Management District

West Palm Beach, FL

A highly organized, self-motivated, experienced professional with excellent time management skills responsible for the processing of permit applications for use of and/or construction upon lands abutting the District's right of way (i.e., canals and levees). The Right of Way Technician 3 must have an ability to comprehend and analyze construction and site plans for a variety of improvements, including, but not limited to, underground and overhead utilities, drainage pipes, roadway construction projects, bridges, landscaping, fences, and docks to ensure that proposed work within the District's rights of way complies with the regulations adopted in Chapter 40E-6, F.A.C. The successful candidate will be required to review applications, provide written responses to applicants for required revisions, and prepare permits with conditions applicable to the proposed work, location, and District operational and maintenance needs. Work is performed using the District's ROW E-Permitting System. The position is located at the West Palm Beach headquarters and forms part of the core permitting group. Some limited daytime travel to work sites and meetings may be required. Other duties may include, but are not limited to, collection of data, public outreach, and special assignments related to the District's right of way and operations and maintenance of the District's flood control system.

The position works closely with the public, including engineers, private consultants, contractors, government employees, and utility companies, as well as other District departments, including, but not limited to, Real Estate, Engineering, Field Operations, and Office of Counsel.

The successful candidate will have demonstrated experience in reviewing and understanding construction and site plans, surveys, subdivision plats, and other real estate-related documents, and possess knowledge of construction and/or development activities (public works, highway, and utilities preferred), codes and regulations, permitting, and code enforcement. Excellent communication, customer service, and written skills are necessary to succeed in this position. Demonstration of intermediate to advanced proficiency in Microsoft Office Suite is required. Experience with electronic permitting software and previous work experience in the public sector is highly desirable.

This position will work out of the District's West Palm Beach Headquarters location.

Employment Guidelines

ROW Technician 3: Associate Degree in a related discipline, such as but not limited to Engineering, Environmental Science, Construction, Business, or Real Estate, and 4 years of experience in one of the disciplines listed or in the fields of code enforcement, regulation, plan review, drafting, field inspections and/or zoning. An equivalent combination of relevant education and experience may be substituted as appropriate.

ROW Technician 2: Associate Degree in a related discipline, such as but not limited to Engineering, Environmental Science, Construction, Business, or Real Estate, and 2 years' experience in one of the disciplines listed or in the fields of code enforcement, regulation, plan review, drafting, field inspections and/or zoning. An equivalent combination of relevant education and experience may be substituted as appropriate.

License

Valid State of Florida Driver's License.

Physical Requirements/ Working Environment

Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

Composition of office and field work, with regular exposure to a hot and humid environment in remote and heavy vegetative areas.
