SOUTH FLORIDA WATER MANAGEMENT DISTRICT is Hiring a ROW TECH 3 Near Okeechobee, FL

A highly organized, self-motivated, experienced professional with excellent time management skills responsible for the review of permit applications involving engineering site plans to allow for construction upon and use of lands abutting the District's canals and levees including renewals, modifications, or transfers.
The Right of Way Technician 3 is required to administer and ensure compliance with regulations and rules, and conduct and document inspections in advance of permit issuance, during construction and when work is completed, to ensure compliance with regulations and conditions of the permit. The Right of Way Technician 3 is also required to regularly monitor District canals and levees to ensure that no work has been undertaken without a permit and to commence compliance/enforcement action when needed to resolve unpermitted activity. Other duties may include, but are not limited to, collection of data, public outreach, and special assignments related to the District’s right of way or needs of the field station.
The position works closely with Supervisors, Field Station, Engineering, Real Estate managers and staff to ensure the timely and accurate completion of assignments and is expected to develop a working knowledge of Chapter 40E-6, Florida Administrative Code, applicable Florida Statutes and US Army Corps of Engineers Section 408 requirements to complete assignments. The position provides assistance to Right of Way staff, guidance to applicants regarding permitting and inspection processes, and coordination with District operations and maintenance staff. Responsible for providing training and presentation to fellow staff and public. Other duties as assigned by the supervisor.
The successful candidate will have demonstrated experience in or possess knowledge with construction and/or development activities (public works, highway and utilities preferred), construction and site plans, plats/subdivisions, surveys, real estate documents, codes and regulations, permitting and code enforcement. Excellent communication, customer service and written skills are necessary to succeed in this position. Demonstration of intermediate to advanced proficiency in Microsoft Office Suite is required. Experience with electronic permitting software and previous work experience in the public sector is highly desirable. Bilingual in both spoken and written communications (English and Spanish) preferred.
This position will work out of the District’s Okeechobee Field Station location. Working hours are Monday – Thursday, 6:30am – 5:00pm.

ROW Technician 3: Associate Degree in a related discipline, such as but not limited to Engineering, Environmental Science, Construction, Business, or Real Estate, and 4 years of experience in one of the disciplines listed or in the fields of code enforcement, regulation, plan review, drafting, field inspections and/or zoning. Equivalent combination of relevant education and experience may be substituted as appropriate.
ROW Technician 2: Associate Degree in a related discipline, such as but not limited to Engineering, Environmental Science, Construction, Business, or Real Estate, and 2 years' experience in one of the disciplines listed or in the fields of code enforcement, regulation, plan review, drafting, field inspections and/or zoning. Equivalent combination of relevant education and experience may be substituted as appropriate.
License
Valid State of Florida Driver's License.
Physical Requirements/ Working Environment
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
This is primarily an office position; however, exposure to a hot and humid environment in remote and heavy vegetative areas may occur on occasion.
