Performs supervisory level work that supports quality control over contractual agreements to help the District achieve positive contract outcomes. Work requires inspection of services procured through contract are in adherence to contractual requirements and specifications. Incumbents serve as supervisors over District contract workers or District field crews on job sites, liaisons, interpret and enforce contract specifications, established policies, procedures, and schedules for inspecting and evaluating contractual field jobs to determine if progressive or completed work is in accordance with terms and conditions of the purchase order or contract.
Accountabilities include procuring services for structure and facility maintenance not limited to contractual agreements. Regularly responds to request for repair and general contracting services for the maintenance of field station, telemetry, water control structures, and District owned properties including vegetation management related contractual services, including vegetation management control practices and herbicide technologies. Evaluating the results of inspections in relation to contract specifications and preparing reports for management use. Creating scopes of work, preparing purchase requisitions, creating work orders for tracking maintenance activities, participating with District Procurement staff in preparing bid specifications and evaluating bids submitted by vendors. Conducting follow up inspections to determine that the delivered commodity meets specifications of contract. Process invoices for payment of completed contract. Works with vendors, District management and other departmental staff to provide information for program requirements of the contract.
Monitoring, evaluating, and documenting contractor performance, and recommending contract modifications. Maintaining and reviewing purchasing files, reports and price lists. Responding to customer and supplier inquiries. Reviewing requisition orders to verify accuracy, terminology, and specifications. Tracking the status of requisitions, contracts, orders, project, and or job adherence timelines.
Work requires knowledge of District procurement policies and procedures, applicable compliance laws, and regulations. Incumbents have considerable knowledge of contract terminology and standards, contracting techniques, development and initiation of contracts, project management skills, inspection and evaluation practices and procedures, invasive plant identification, Florida pesticides regulations, District programs, physical and geographic characteristics and canals, levees, and structures.
Effectively manage and supervise multiple contracts, plan, schedule, and project workloads. Demonstrate strong software proficiency, particularly within SAP, WEEDAR, Microsoft office; solid math skills to prepare cost estimates, cost comparisons, and computer budget costs. Assist management by accurately tracking and predicting spending and providing meaningful feedback for budget development. Writing and documentation skills to prepare field notes, and chronicle job/project progress through photography, reports and evaluations from inception to completion.
Ability to interpret field notes, drawings, specifications, and prepare reports. Ability to understand and evaluate technical data as related to contract specifications, as well as the methods of carrying out field quality control and inspection work. Makes sound recommendations concerning the acceptability of a job or project and releases for payment.
Extensive and effective communication and interpersonal skills to interact with various contractors, vendors, other government agencies and work crews. Ability to respond to vendor questions and explain bid specifications and invitation for bids. Attend staff, Standardization Team (STAN) and safety meetings as required. Other Duties as Assigned
Work location: Big Cypress Basin Field Station-Naples
Working hours: Monday - Thursday 6:00 am to 4:30 pm
Education & Experience:
Associate's Degree (Bachelor's Degree Preferred) and 2 years' experience in contractual quality control, public works inspection, aquatic vegetation management practices and oversight. Prior supervisory experience preferred. Equivalent combination of relevant education and experience may be substituted as appropriate.
Licenses and Certifications:
Valid State of Florida Driver's License (Required)
Certified Airboat Operator (Required)
First Aid/CPR/AED (Required)
State of Florida Restricted Pesticide License, including the category License of Aquatic & Right of Way, or the ability to obtain one within 6 months from hire date and/or placement in job. (Required).
Physical Requirements:
Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.
Composition of office and field work (percentage dependent upon position requirements), with regular exposure to a hot and humid environment in remote and heavy vegetative areas.
