Job Description

GENERAL PURPOSEThe Leave Administrator is responsible for performing a variety of administrative work in coordinating the leave programs of the County of Northampton, including sick leave, FMLA (Family and Medical Leave Act) leave, requests for accommodations under the ADA (Americans with Disabilities Act), and military leave laws. Utilizes excellent verbal and written communication skills to disseminate information to employees and managers of the County of Northampton.
SUPERVISION RECEIVEDThis position reports directly to the Deputy Director of Human Resources.

ESSENTIAL DUTIES OF THE POSITIONAdministration of FMLA leave requests, military leave requests, and requests for accommodation under the ADA.
Work with management and employees to administer FMLA requests effectively and in accordance with legal and policy guidelines.
Work with management and employees on ADA-related issues, including reasonable accommodation determinations.
Recognizes employee relations and ADA issues as they arise within the course of business and follows up as necessary.
Approves and/or denies leave cases based on relevant medical information under the general direction and guidance of the Director and Deputy Director of Human Resources. Coordinates and organizes all medical information and ensures that HIPAA and Employee Privacy guidelines are followed when receiving, transmitting, and storing medical information.
Manages all administrative aspects of leave including tracking hours used/taken. Works with Payroll personnel to ensure that pay for employees is accurate.
Works closely with employees to ensure that all relevant completed medical documentation is submitted for timely review. Maintains appropriate contact with all employees on leave and coordinates all aspects of return to work for employees on leave.
Tracks sick occurrences and notifies supervisors accordingly.

Produces and manages reporting metrics and analytics for all leave cases. Presents reports as requested.
Manages Worker's Compensation program and return to work programs for the County.
Assists in development and administration of all of the department's goals, objectives, and systems.

REQUIRED MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE - Completion of a high school or general equivalency diploma; AND
An Associate's Degree in Human Resources or a related field; AND
Two (2) years of full-time, professional experience in the human resources field
OR
Completion of a high school or general equivalency diploma; AND
Three (3) years of full-time, professional experience in the human resources field.
Experience with leave administration, FMLA leave, and/or ADA accommodations preferred.
CERTIFICATION/LICENSE - Preferred certificate from the Human Resource Certification Institute (HRCI) with the designation of Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR), or Society of Human Resource Management (SHRM) with the designation of SHRM - Certified Professional (SHRM-CP) or SHRM - Senior Certified Professional (SHRM-SCP).
KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of state and federal laws and regulations, as well as County policies, rules and regulations governing human resources administration, specifically as they pertain to applicable leave programs.
Thorough knowledge of principles, practices, methods, and techniques commonly employed in leave administration.
Ability to work effectively in a team environment with associates. Must be capable of effective planning and priority setting.
Ability to manage projects simultaneously while working under pressure to meet deadlines.
Knowledge of computers and computer software, with ability to apply this aptitude in word processing, Excel spreadsheet development, and Word document merges.
Ability to maintain confidential and sensitive information.
Ability to establish and maintain effective working relationships with employees, supervisors and managers, other agencies, and the public.
Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position.

The noise level in the work environment is usually quiet.
