Summary

The Program Manager will oversee the entire Senior Community Service Employment Program (SCSEP), including personnel, compliance with funding requirements and reporting and evaluation processes. Serve as spokesperson for the SCSEP, provides oversight of program management activities and assists with financial management, public relations and development. Plans, organizes, staffs, directs and evaluates program activities to meet goals. Creates and maintains best practices to attract, train and retain staff and volunteers. Develops, directs and implements public relations and communication strategies to support program goals and increase community awareness of program. Collaborates with community groups to strengthen and expand the SCSEP. Monitors trends, legislation and regulations that are relevant to the program's mission and makes program and advocacy recommendations to the board and its committees.
Essential Duties & Responsibilities
1. Responsible for adherence of all requirements related to specific funding sources for SCSEP. This includes maintaining necessary records, submitting weekly reports as required and providing input to referral sources regarding individual placement progress.
2. Provides direct professional guidance to staff.
3. Demonstrate knowledge of grant administrations and management.
4. Adhere to all Performance Measures mandated by Goodwill Easter Seals Miami Valley, Easter Seals, Inc., and the Department of Labor. Recommend policies, procedures, and alternatives that will result in meeting or exceeding program performance measures.
5. Ensure effective delivery of services by following progress of participants through regular contact with SCSEP staff and review of case records; especially in regards to training assignments and employment placements
6. Provides oversight of program management activities and assists with financial management, fundraising activities, public relations and development.
7. Monitors trends, legislation and regulations that are relevant to the program's mission and makes program and advocacy recommendations to the board and its committees.
8. Develops, directs and implements public relations and communication strategies to support program goals and increase community awareness of program.
9. Maintenance of timesheets for SCSEP payroll. Update tracking information as needed; run reports as needed Accumulate, collate, and analyze program data. Based on case reviews, data analysis, and outcome and process evaluations, recommends modifications to program to enhance effectiveness in serving clients and employers.
10. Develop and maintain relationships with employers and other resources to aid in securing and maintaining employment for participants in the volunteers and interns strengths and weaknesses and assign appropriate staff development measures. Plans, organizes, staffs, directs and evaluates program activities to meet goals.
11. Locate and/or develop training programs for participants in SCSEP which will support employment opportunities and retention.
12. Coordinates with other staff to ensure appropriate follow through is implemented.
13. Maintains all necessary documentation required by the agency, CARF and other regulatory or funding organizations.
14. Assist with necessary follow-up and paperwork regarding placement and other duties.
15. Provide own transportation.
16. Other duties may be assigned.
17. Comply with all Agency policies, procedures and safety standards throughout work areas and maintain same to meet CARF, HIPAA, Department of Labor and other regulatory standards.
Supervisory Responsibilities
Directly facilitates Employment Specialist and Employer Liaison, interns, work-study and practicum individuals as assigned in the marketing division. Carries out responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Education Requirements
Master's Degree in Business or Social Service field is preferred, however, SCSEP specific experience will be considered.
Experience Requirements
Two years of appropriate work experience in a relevant field, i.e., social service or vocational services; knowledge of variety of barriers to employment for experienced workers and those experiencing homelessness; involvement in implementation and development of training programs for adults with disabling and disadvantaging conditions.
