Housing Opportunities Commission of Montgomery County is Hiring a Human Resources Trainer Near Kensington, MD

The Human Resources Trainer implements and executes work efforts in the administration of, employee training, tuition assistance and communication. This position requires compliance with HR policies, regulations, laws and other procedures, emphasizing communication, teamwork and collaboration; and continually seeks ways to support agency mission and develop standardized processes and procedures. This position assesses agency-wide developmental needs to drive training initiatives and identifies and arranges suitable training solutions for employees. Develops, designs and delivers strategic employee learning and development programs including, but not limited to, management and leadership development, onboarding, and career development through various modalities including presentations to large or small group, e-learning, and interactive sessions. This position actively searches, creatively designs and implements effective methods to educate, enhance performance and recognize performance.
An employee in this class requires knowledge in a variety of personnel programs such as employee training, labor and employee relations, communications, recruitment, and performance management. Employee has overall program objectives/priorities, is responsible for coordinating training and tuition assistance program efforts within the agency and is expected to carry out daily activities of the position with little supervision. The complexity of the work involves varied duties such as understanding the overall mission of the agency, identifying performance gaps, analyze, design, develop, implement, evaluate, manage and coordinate training activities to maximize internal awareness of HOC’s practices and procedure. Employee in this class will ensure timely notifications of available training, manage registration, and ensure both instructors and students are provided the best environment for learning.
Contacts include HOC Directors, supervisors, and career and term employees, for the purpose of exchanging information, training and coordinating work efforts. Other contacts include county agencies, colleges, universities, housing authorities, management companies, and the public for the purpose of coordinating service, providing information and sharing resources.
Work is generally performed in an office environment with frequent work interruptions or changes in work flow. Incumbent in this class is expected to speak in front of groups and employees. Occasional lifting, carrying of light-weight materials or equipment is required.
*EXAMPLES OF DUTIES:*
* Recommends, designs, develops and implements innovative learning and development programs that support the full employment lifecycle, including onboarding, career development, wellness, succession planning, and management and leadership development.
* Review and evaluate the effectiveness of current training programs, assesses needs, analyze gaps, researches best practices, and partners with Human Resources colleagues and agency management to identify, develop and implement successful and innovative learning and development programs.
* Trains and coaches managers, supervisors and others involved in employee development efforts.
* Develop materials and conduct a variety of training and development programs that includes, but not limited to, making presentations, facilitating group discussions, and leading and monitoring group activities for agency employees.
* Propose, promote, and market training programs, events, seminars and conferences and securing support and approval from management.
* Coordinate training contracts and work with other County agencies to implement and deliver specialized instructional programs.
* Manage agency-wide employee training calendar, coordinating schedules and resources, assessing, developing and tracking learning and development including reserving facilities, rearranging space and refreshment coordination.
* Administer the Employee Tuition Assistance Program.
* Plan and work within the training budget and prepare justifications for the costs of specific training programs to assist HR management personnel on fiscal and program decisions. Verifies and pays invoices and provide monthly reports on training activities.
* Perform other related duties as required.
*MINIMUM QUALIFICATIONS:*
*Experience:* Three years of progressive experience in training and development or a minimum of three years of work experience as a generalist in human resources.
*Education:* Bachelor’s degree from an accredited college or university in Business Administration, Public Administration or related field. An equivalent combination of education and experience may be substituted.

*Knowledge, Skills and Abilities:*
· Knowledge of standard principles and practices of personnel administration.
· Knowledge of affordable housing programs.
· Excellent interpersonal skills and the ability to communicate clearly and effectively, in a variety of mediums to inform and educate all levels of employees.
· Ability to deal tactfully, effectively and courteously with all levels of employees.
* Computer skills including Microsoft and Google applications. Yardi, ADP and/or other HRIS systems skills desired.
