Job Title: HR Recruiting Specialist

Exempt/Non-Exempt: Exempt

Reports to: Director of Human Resources

Full or Part-time: Full-time

Position Summary:

The Human Resources Admin Specialist serves in a multifaceted administrative position with primary responsibility for staff recruitment, including exempt, non-exempt, and temporary seasonal employees. Manages the entire hiring process from creating job requisitions to onboarding new employees. In addition, this position oversees various human resources administrative tasks and manages the Random Drug Testing program.

Key Area: Talent Acquisition and Recruitment Strategy

  • Utilize various recruitment techniques, including job boards, social media, and employee referrals, to proactively identify talent.
  • Continually evaluate and improve recruiting sources and processes, focusing on creating a diverse and equitable workplace.
  • Screen resumes, conduct initial phone interviews, and assist hiring managers with pre-hire activities to identify top candidates efficiently.
  • Manage all recruitment and hiring processes through HRIS system.

Key Area:Human Resources Administration

  • Assist the Director of Human Resources in daily HR administration, including managing recruitment, hiring processes, and onboarding.
  • Maintain an updated database of open positions, post availability, and track hiring status and budgeted pay through HRIS system.
  • Partner with department Directors and managers to ensure job description is up to date and accurate prior to posting open role.

Key Area:Personnel Records Management and Compliance

  • Maintain all personnel records in compliance with state and federal regulations, EEO, HIPAA, and privacy policies, both electronically and hard-copy formats.
  • Administer the Wheeler Mission Random Drug Testing Program, including maintaining accurate testing lists and results.
  • Ensure compliance with I-9 and state statutes and assist with benefits enrollment and training programs.

REPORTING RELATIONSHIPS:

This position reports directly to the Director of HR. This position has no direct reports.

MINIMUM QUALIFICATIONS:

Education/Experience:

  • 2 years of recruiting/staffing experience.
  • Bachelor’s degree preferred.

Technical/Software Knowledge:

  • Above average knowledge in Microsoft Office Suite; Word, Excel, Outlook, and PowerPoint
  • Demonstrated experience in using HRIS software for recruitment purposes and ability to manage candidate pipelines and track applicant progress through the recruitment process.
  • 2 years of experience utilizing Paycom preferred.

Physical Requirements:

To perform the essential job functions of this position, a candidate must be able to:

  • Sit for long periods of time.
  • Physical ability to bend and/or stoop.
  • Strength to regularly lift 25lbs.

Other Requirements for Employment

  • Availability to work 40 hours per week: Monday through Friday, 9am – 5pm. Position is eligible to work from home with supervisor’s approval.
  • Travel may be required and is primarily local during a business day with travel to WM Bloomington facilities as needed.

  • Post-offer acceptable background check required for all positions.
  • All employees must sign and adhere to WM Drug and Alcohol policy and remain free from addiction to drugs or alcohol. Candidates must submit to and pass a drug and/or alcohol test.
