Job Title: Human Resources Recruiting Specialist
Department/Division: Human Resources / Administration
Status: Regular, Full-time Employee
Pay: $44,000 – $50,000 annual salary (DOQ)
Reports to: Director of Human Resources
Benefits: Full Benefits eligible including health insurance, flex benefits, 10 paid holidays, vacation and sick leave accrual, amenities pass and parking.
Retirement: State Employee Retirement System -GSEPS (Pension plus matching 401k)

Job Summary:
The Human Resources Recruiting Specialist is responsible for staffing and talent acquisition efforts to build a strong workforce including developing and implementing effective recruitment strategies to attract and hire qualified applicants. Responsibilities include managing the applicant tracking system (ATS), conducting interviews, and extending offers of employment for assigned positions. The successful candidate will love interacting with people, possess knowledge of employment law, and have a strong desire to understand our organization.
Description:
  • Provides human resources services, primarily recruiting and staffing by executing intentional recruiting efforts to find and hire talent with appropriate experience, skills, and abilities to meet the needs of the position.
  • Serves as a primary point of contact for candidates and hiring managers of assigned positions by building effective relationships; delivers exceptional customer service through quality performance.
  • Manages recruiting cycle including but not limited to, posting job announcements, application/resume review, conducting preliminary interviews, scheduling and participating in interviews and checking references.
  • Assess candidates’ qualifications via application and resume reviews and phone screening.
  • Works closely with hiring managers on interviews, selection process, and employment offers; contributes relative feedback.
  • Maintains and utilizes recruitment applicant tracking system to ensure accurate data, monitors applicant process.
  • Develops and maintains candidate sourcing from a variety of channels including job fairs, career workshops, social media, job boards, professional networks, etc.
  • Develops job-specific and job-related interview questions.
  • Performs additional HR-related duties including but not limited to coaching hiring managers, employee recognition and retention, accommodations, employer branding, etc.
  • Performs clerical activities including generating system reports, filing, and distributing correspondence/information to candidates, maintains records in accordance with retention guidelines.
  • Maintains a consistent, customer-focused attitude when conducting business and providing services to employees, the public, and other customers.
  • Participates in training as required or assigned.
  • Maintain confidentiality of employee/applicant records.
  • Contributes to team effort by accomplishing related projects as needed.
  • Performs other duties as assigned.
Qualifications:
  • Bachelor’s degree from an accredited institution in Human Resources, Business Administration, or related field with a minimum of four (4) years related experience required. OR
  • High school diploma or recognized equivalent plus a minimum of eight (8) years of related human resources recruiting experience.
  • Knowledge, ability, and experience assisting employees and/or applicants with requests for accommodations a plus.
  • Strong communication skills (written and verbal) are required, must be comfortable proactively communicating with others, must be comfortable talking in front of a group of people.
  • Must be self-motivated, attentive to details, creative, have good customer service skills and excellent interpersonal/human relations skills.
  • Strategic thinking and experience developing recruiting plans and strategies.
  • Ability to handle multiple tasks or projects at one time, recognize and respond to priorities, and regularly meet deadlines.
  • Self-starter with ability to multi-task in a fast-paced environment.
  • Able to give and receive feedback effectively.
  • Proficiency in Microsoft Office required.
  • Ability to utilize social media in recruiting.
  • Knowledge of electronic applicant tracking systems.
  • Valid driver’s license required.
Physical Requirements/Working Conditions:
  • Exert up to 35 pounds of force occasionally, 20 pounds of force frequently, and a negligible amount of force constantly to move objects.
  • More than 50% of the typical workday will be spent sitting, reaching, grasping and using repetitive motions of the wrists, hands, and fingers, certain periods will require more than 50% of the day spent walking and standing.
  • Between 25% and 50% of the typical workday may be spent climbing stairs, pushing and pulling.
  • Less than 25% of the day is spent standing, kneeling, crouching and/or stooping.
  • Must have visual clarity to prepare and analyze data and use computer.
  • Sensory abilities required include vision, hearing and touching with more than 50% of the day spent communicating, talking, and hearing.
  • Majority of work will be performed within an indoor office environment. Typically work is not conducted in adverse environmental conditions.
  • Noise level is considered quiet to normal.
