POSITION TITLE: Human Resources Director (HRD)
DEPARTMENT: Human Resources Department
REPORTS TO: Chief Human Resources Officer (CHRO)
FLSA STATUS: Exempt
WORK SCHEDULE: 225 days
DATE REVIEWED: 05/2024SALARY AND BENEFITS: Administrative Salary Scale (A5)SALARY RANGE: $91,557 to $128,529TERMS OF EMPLOYMENT: The Board of Education, upon recommendation of the Superintendent of Schools, shall appoint the Human Resources Director. The annual period of service for the Human Resources Director shall be 225 days. PRIMARY FUNCTION: Under the direction of the Chief Human Resources Officer, provides leadership and direction in the planning and implementation of all aspects of human resources and personnel functions for the school system including employee recruitment, selection, hiring, retention, development, evaluation, promotion, compensation, labor relations, leave, termination, and any other personnel or human resources associated matters.ESSENTIAL DUTIES AND RESPONSIBILITIES: including, but not limited to the following. Overview of Duties and Responsibilities and other duties as assigned:
  • Assists with leadership and strategic management for the Department of Human Resources
  • Collaborates with the leadership team to understand goals and strategy related to staffing, recruiting, retention, diversity, and employee engagement.
  • Supports and monitors HR department needs and prepares budget requests
  • Assists in determining staffing needs based on student enrollment and current staffing allocations.
  • Plans, organizes and presents employee orientations to ensure that all legally mandated notices and training are presented and documented.
  • Oversee the employee handbook process to ensure it is updated, current, and consistent with all requirements for district staff.
  • Provides training for and enforces adherence to the Georgia PSC Code of Ethics
  • Establishes and maintains effective relationships with internal stakeholders with respect to interpreting and explaining HR practices and procedures
  • Oversees the onboarding process for all new staff and partner with the HR generalist to manage the annual on-boarding of new staff members
  • Responds as needed to employee relations issues; coach and mentor others to resolve conflicts; have a good skill set to resolve school related conflicts
  • Maintains knowledge of trends, best practices, and regulatory changes in human resource; apply this knowledge to communicate changes in policy, practice, and resources to the CHRO
  • Partners closely with principals and department heads to listen for unmet needs that HR can support, to build initiatives and programs to support employees, and to ensure alignment and consistency across the school
  • Manages the HR and Compensation Coordinators, ensuring accuracy of the payroll and benefits data entry process
Recruiting and Retention
  • Assist and administers competitive total rewards strategies, including compensation, benefits, retirement, engagement and other work experience programs, that are cost effective and consistent with labor market trends and organizational objectives.
  • Develop and executes a comprehensive talent strategy to recruit, select, and retain effective administrators and staff
  • Ensures best practices are in place for the management of onboarding, certification renewals, and certification upgrades
  • Prepares and distributes recruitment notices and materials concerning any vacancy for all personnel
  • Oversees and ensures that fair staffing formulas are consistently applied across all schools to provide schools with high-quality staff to meet their instructional needs.
  • Coordinates field placements for student teachers with HR consultant
Legal Compliance
  • Ensures the timely filing of all required compliance reports for the department
  • Maintains adequate records of personnel (i.e. applications, evaluations, commendations, references, and exit interviews).
  • Monitors and ensure the organization’s compliance with federal, state, and local employment laws and regulations, and recommended best practices including but not limited to ADA, COBRA, FMLA, FLSA, OSHA, EEO, Worker’s Compensation, and USERRA and all record-keeping; reviews and modifies policies and practices to maintain compliance
Compliance of Disciplinary Documentation
  • Provides informed leadership, guidance, support, and recommended appropriate actions (collaborating with legal counsel when necessary) in dealing with performance issues, employee investigations, non-renewals, terminations.
  • Applies district policies with compliance to legal standards, with consistent and equitable treatment.
  • Oversees the district’s employee performance/evaluation efforts
  • Assists with employee investigations and grievances as assigned by the CHRO as the first point of contact in Human Resources
Performance Management
  • Facilitate and provides leadership and guidance to management teams in Human Resources Management, directing staff on Human Resources functions, and developing, interpreting and implementing policies and procedures according to federal and state laws and regulations.
  • Plan, develop, and revises personnel management policies in accordance with federal and state legislation for submission to the Board for adoption, and maintain personnel policy handbooks.
  • Partners with the Director of Professional Learning as needed to ensure alignment of district staff development with professional growth initiatives for faculty and staff.

SUPERVISORY RESPONSIBILITIES: Supervises and evaluates job performances of Human Resources staff as assignedCore Competencies
  • Knowledge of selection, training, recruiting, and supervision of personnel
  • Ability to work confidentially and with discretion
  • Knowledge of school employment law and hearing procedures
  • Knowledge of wage and salary, and performance appraisal administration
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Ability to manage budget and personnel
  • Strong communication, public relations, and interpersonal skills
  • Ability to speak effectively before groups of employees, the school board, parents, or other organizations
  • Ability to communicate effectively in both written and oral forms with all levels of management,both internal and external to the district
REQUIRED EDUCATION And/or EXPERIENCE
  • Master’s degree in Human Resources, Educational Leadership, or related field
  • PHR/SPHR or SHRM-CP/SHRM-SCP certification required
  • Five or more years of human resource or school district leadership experience required
  • HRIS knowledge required
PREFERRED EDUCATION And/or EXPERIENCE
  • 5 years of experience as a school based administrator (Principal or Assistant Principal)
  • Hold current Educational Leadership certification issued by the GaPSC
EVALUATION: Performance of this job shall be evaluated annually in accordance with provisions of the board's policy on evaluation of personnel.PHYSICAL DEMANDS: To perform the duties of this job, the employee is required to stand, walk, sit, or hear. Lifting up to 30 pounds may be required on an occasional basis. The employee is occasionally required to stoop, kneel, crouch or crawl. Specific vision abilities required of this job include close vision and distance vision. Prolonged periods of sitting at a desk and working on a computer. SALARY RANGE: $91,557 to $128,529
