US Air Force Materiel Command is Hiring an ATTORNEY-ADVISOR (CONTRACT) Near Robins, GA

Duties

  • Senior attorney and subject matter expert in Government contract matters. Provides expert counsel to contracting and program management personnel regarding the formation, negotiation, administration, and termination of contacts and other legal agreements under applicable laws and regulations with a focus on the Federal Acquisition Regulation (FAR) and Department of Defense (DFARS) and Air Force (AFFARS) supplements.
  • As a senior attorney, provides expert legal advice, opinions and counsel concerning matters of administrative law, ethics, standards of conduct, commercial law, data rights and intellectual property law, public-private partnerships, and depot maintenance activities pertaining to aircraft, avionics, and electronic warfare weapons systems.
  • Provides legal advice and opinions as necessary on government information management practices in accordance with the Freedom of Information Act and Privacy Act. Prepares responses and legal memoranda to FOIA requests for use by the Initial Denial Authority and appellate authorities.
  • Provides legal assistance to active duty military, dependents, eligible Department of Defense (DoD) civilians, retirees, and other DoD cardholders, consistent with Air Force Instructions (AFIs) and legal office policy.
  • Defend the agency against protests, claims, and appeals as lead counsel or as co-counsel with attorneys.

  • Candidates are not required to have active duty service or veterans’ preference to be referred and considered. All qualified candidates who meet the recruitment assessment criteria will be referred to the selecting official.
  • Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
  • Employee is required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
  • Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
  • Employee must adhere to the Air Force Rules of Professional Conduct.

Qualifications

GENERAL REQUIREMENTS:
  • You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).
  • In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
  • The attorney shall have professional legal experience in excess of three years that is commensurate with the duties and responsibilities of the position.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, regulations, precedents and procedures related to Federal Government contract law.
2. Ability to effectively interpret and apply law and recommend changes in legislation, policy, or regulations. Ability to communicate, both orally, and in writing.
3. Ability to direct, coordinate, and review the concentrated efforts of teams of personnel from the legal, requisition, program management, engineering, logistics, and other career fields.
4 Ability to recognize and appropriately handle issues of precedent setting nature, sensitivity, or importance to agency goals, national and international security, or high public interest. Ability to research case law and Air Force and DoD regulations relating to legal issues.
5. Skill in presentation of and opposition to evidence and arguments made in third party proceedings.
6. Skill in writing sound and persuasive memoranda, briefs, reports, plans, and pleadings. Skill in representing and advocating for the Air Force with Congressional delegates and other personnel at all levels of the Federal Government.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
