Description

Position Summary:

The Human Resources Generalist is responsible for designing and implementing human resource strategies, policies and programs that will enable the Children’s Receiving Home (CRH) to achieve its mission and vision. The Human Resources Generalist provides technical and administrative staff expertise and support on a variety of related issues including, but not limited to, the areas of Employee Relations, Wage and Salary, Benefits, Leave Administration, Staff Development, Recruitment and Retention, Employment, Workplace Safety, etc. Supervises Human Resources team members as assigned. Develops and implements HR policies, programs, and procedures to ensure accountability, equity and fairness throughout the agency and consistent compliance with all regulatory and accrediting agencies in addition to State and Federal legal requirements.

Essential Duties and Responsibilities: Overall Department Administration

  • Develop and maintain the implementation of HR strategies, programs, and procedures.
  • Maintain Human Resources Information System (HRIS)/Payroll System.
  • Ensures that HR policies and procedures manuals are current, reflect the needs of the organization and are reviewed annually.
  • Advise management and staff of required updates to policies and procedures as a result of changes in statutory regulations or laws and communicates, monitors, and implements as needed.
  • Provide leadership and direction on HR matters that pertain to the agency.
  • Maintain knowledge an understanding of Federal and State labor laws to ensure compliance with all personnel related legal and regulatory requirements.
  • Advise, guide, counsel, interpret, and make recommendations regarding HR policies, objectives, operational procedures, statutory regulations/laws and compliance activities to all levels of staff.
  • Monitor all staff in resolving employee relations issues including, but not limited to, involuntary termination, employee disciplinary action and grievances.
  • Monitors all staff grievances to ensure timely and effective resolution of employee concerns.
  • Monitor compensation program, ensuring that it is consistently administered throughout the agency.
  • Conduct salary surveys to maintain competitive pay ranges and employee benefits as needed.
  • Perform benefits administration to include claims resolution, change reporting, approving invoices for payment and communicating benefit information to employee.
  • Ensures that all Wage and Salary and Benefits programs are current, legal, administered consistently and meet agency needs.
  • Plan and oversee annual open enrollment period for employees.
  • Ensure that accurate, legally compliant, criteria based job descriptions have been developed and kept current for each position.
  • Assist management staff in revising and creating job descriptions when needed.
  • Develop and implement a Recruitment and Retention plan to maintain adequate employees for agency programs.
  • Monitor the performance evaluation program and revise as necessary.
  • Responsible for all issues pertaining to workers compensation.
  • Ensures complete and orderly personnel files and other HR records are always maintained in compliance with legal and agency standards.
  • Assures the confidentiality of all personnel files and documentation.

Personnel Management

  • Supervise HR team members as assigned.
  • Provide guidance to staff within scope of experience.
  • Develop and motivate staff to maintain a positive, customer service focus in carrying out HR and training department procedures.
  • Conduct performance evaluations for direct reports.
  • Ensure completion of all required personnel forms and files.
  • Oversee the hiring, orientation/training, and discharge process for all positions.
  • Oversee disciplinary actions, in compliance with agency policies and procedures.

Fiscal Management

  • Works closely with the agency’s Finance department to develop annual budgets and monitor monthly budget expenditures.
  • Ensure timely billings adhering to established billing procedures.
  • Approve expenditures for HR department as appropriate.
  • In conjunction with the Accounting Manager, prepare program budget amendments as needed.
  • Oversee the timely submission of accurate time sheets and attendance reports, work related travel and mileage reimbursement requests by staff.

Quality Improvement

  • Conduct internal program evaluations and quality improvement initiatives as needed.
  • Maintain program compliance with agency, Council on Accreditation (COA), Federal and/or State regulations.
  • Ensure compliance with all records, files, and HR related information.

CRH Activities

  • Attend and participate in CRH Operations meetings.
  • Oversee the Employee Appreciation Committee and participate on the Safety Committee.
  • Participate in New Employee Orientation.
  • Participate in CRH activities as required.
  • Perform other job duties as assigned.

Supervisory Responsibilities:

HR Team Members as assigned.

Qualifications:

Language Ability:

Ability to read, analyze and interpret documents such as client safety/treatment plans, assessment materials and procedure manuals. Ability to write professional/clinical reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.

Computer Skills:

To perform this job successfully, an individual should have knowledge of Microsoft Office Suite, Web Internet Platforms, and Paycom or similar HRIS program.

Education/Experience:

  • Bachelor's degree (B.A.) in Human Resources or related field.
  • Three years related experience or equivalent combination of education and related work experience required.
  • PHRca certification desired.

Licenses, Certifications, Registrations:

  • Must possess a valid California Driver’s License.
  • Must be at least 21 years of age.
  • Must pass First Aid certification course before start of employment. Certification can be completed through the Children’s Receiving Home.
  • Must pass CPR within the first six weeks of employment
  • Must pass Bloodborne Pathogens and Therapeutic Crisis Intervention (TCI) certification courses offered through the Children’s Receiving Home within the first three months of employment.
  • Must maintain TCI, CPR, First Aid and BBP Certification throughout employment.
  • Must complete online Mandated Reporter Training within first week of employment.

Knowledge, Skills and Other Abilities:

  • Must be able to read, write, speak and understand the English language.
  • Knowledge of current human resources principles and practices, including Federal and State labor laws and regulations pertaining to wage, hours, benefits, EEO, ADA and workers compensation.
