Learning and Development Specialist (NWS 00668)

THIS POSITION IS SHORT TERM, MAX 3 MONTH CONTRACT

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Operations and Business Directorate has an opening within the Human Resources Division for a Learning and Development Specialist to support and coordinate new and existing programs related to the institutional Career Development and Mentorship Programs. This successful candidate will work closely with the Employee and Career Development and Coaching Program manager to provide a full range of training functions such as researching, planning, scheduling, procuring, marketing, tracking, organizing, and evaluating programs and events. The successful candidate will have a strong mindset, consultative approach, and strong communication skills both written and verbal.

Essential Duties

- Provide programmatic support to the coaching service, communicating upcoming coaching opportunities and sending out coaching assignments and resources to coaches.

- Assist with building out case management tool.

- Assist with and join stakeholder meetings related to the coaching service, career development and mentorship programs on an ongoing basis.

- Under supervision will support the coordination and resources for Coaching Collaborative monthly meetings.

- Coordinate meetings with vendors and manage external vendor contracts as needed.

- Provide account support for the Josh Bersin Academy including working with vendor to add new users and crafting marketing for HR on a monthly basis.

- Coordinate coaching and mentorship circles, including call outs for coaches, space reservations as needed, and producer support as needed.

- Assist with landscape analysis, including researching and culling articles, best practices, resources, and other tools in support of relevant programs.

- Event support for career development and mentorship events and programs including but not limited to space reservations, catering ordering, event set up and day of support.

- Develop and produce virtual courses on various learning platforms (e.g., Webex, Adobe Connect, Teams) and assist internal facilitators with attendance, course materials, and presentation needs as needed.

- Provide great customer service and guidance to all Laboratory employees and partners regarding training, employee, leadership, career development and growth opportunities at LLNL.

- Obtain information from leadership, employees, and key learning partners regarding the effectiveness of completed training courses and programs for continuous improvement to share with leadership.

- Administer the operational aspects of training and development, track budgets and process course costs, and develop, review, and evaluate course objectives.

- Manage complex communication processes and projects, interfacing with all leadership levels and directorate contacts implementing our coaching, career development and mentoring programs.

- Conduct Josh Bersin Academy Office Hours for new HR employees, ensuring awareness and utilization of the platform.

- May lead mentoring or coaching circles in support of career development, coaching and mentoring initiatives.

- Actively research, evaluate and recommend new courses/learning trends, development/learning paths and career resources in partnership with L&D and HR colleagues.

- Review and evaluate training materials to ensure compliance with regulatory requirements.

- Track qualitative/quantitative metrics, review course evaluations for trends, benchmarking and compile comprehensive reports to share with leadership on key learning initiatives that assess and measure program effectiveness and return on investment (ROI).

- Perform other duties as assigned.

Essential Skills, Knowledge, and Abilities

- Ability to secure and maintain a U.S. DOE L-level security clearance which requires U.S. citizenship.

- Bachelor’s degree in Training and Organizational Development, Instructional Technology, Industrial Psychology, Education, Human Resources, Marketing, Communication, Career Development, or related field, or equivalent combination of education and related experience.

- Experience working as a training assistant, learning & development coordinator, project coordinator, event coordinator, or similar role.

- Knowledge of basic training, learning, and instructional design, theories, techniques, policies, procedures, practices, and systems.

- Customer service experience with the ability to effectively communicate (verbal, written, interpersonal) and collaborate with management, instructors, vendors, employees, and colleagues.

- Proficient using Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams, SharePoint, OneNote), and familiarity with learning management systems and software (e.g., Adobe Connect, Webex, Adobe Creative Cloud, etc.).

- Self-starter with the ability to organize and manage multiple training initiatives simultaneously, working effectively to plan own work priorities in an environment with a varying level of ambiguity, changing deadlines, instructions, priorities, and frequent interruptions.

Desired Skills, Knowledge, and Abilities

- Knowledge of, and experience applying training and organizational development and/or career development theories, techniques, policies, procedures, practices, and learning systems/platforms.

- Experience as a Training & Development Specialist, Career Development Specialist, or related experience working in a role assessing organizational learning and development needs, client needs, developing learning experiences, implementing curriculum, measuring success/ROI, and facilitating career development or learning and development courses and programs.

- Excellent interpersonal, verbal, and written communication, customer service orientation and ability to work independently and as a collaborative team member building relationships with key customers and all levels of management across the Laboratory.

- Ability to ask good questions to effectively identify underlying needs in addition to stated needs.

- Ability to effectively analyze, synthesize, and problem-solve issues and appropriately suggest appropriate solutions.

- Organizational and project management skills with the ability to lead highly visible initiatives without direct ownership of resources.

- Experience creating new administrative systems and processes to improve training, learning, and organizational development functions in a constantly evolving and ambiguous environment.

Special Requirements

Pre-Placement Medical Exam: A job related pre-placement medical examination may be required.

Anticipated Clearance Level: L (position will be cleared to this level). Applicants selected will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter.
