Caroline County Public Schools is Hiring a Director of Human Resources Near Bowling Green, VA

POSITION SUMMARY:

The primary responsibilities of the Director of Human Resources and Communications are to work collaboratively with the division leadership team and to lead the human resources department in recruiting, hiring, training and retaining quality employees to support the strategic plan. The position is designed for the purposes of managing assigned operations in accordance with district policies; providing information to the Board, superintendent, staff and the public; ensuring compliance with established policies, procedures and/or codes; addressing a variety of employee/administrative needs and processes; and communicating with media and school stakeholders

ESSENTIAL DUTIES

  • Provide leadership in the development of short and long range plans for Human Resources, which align with and support a positive culture and diverse workforce within the district;
  • Supervise the development and implementation of procedures for the Human Resources Department;
  • Oversee district-wide human resource development program (e.g. policies, budgets, procedures and/or actions, employee orientation, training, performance appraisal, employee assistance and exit processes, employee grievance processes, ADA processes, health and welfare benefit programs, confidential and classified positions, etc.) for providing direction for meeting the district's goals and implementing necessary processes and programs for Human Resources;
  • Oversees recruiting and retention processes reflective of equity, diversity and inclusion and aligned with the school division’s needs, vision, and mission;
  • Maintains databases to drive decision-making associated with programs, grants, and processes;
  • Prepares contracts for all personnel, maintains adequate records of personnel, including supplemental and part-time agreements;
  • Coordinates and oversees the substitute and absence management system;
  • Actively serves on the Superintendent's Senior Administrative Team;
  • Oversees the Teacher, Support Staff, and Administrator Evaluation online system;
  • Counsels and advises certified, probationary and continuing contract personnel of licensure regulations and assists with the processing and preparation of staff’s state credential renewal process;
  • Computes and reviews salaries for all classifications of personnel;
  • Assists in the planning, development, and suggested revisions of personnel management policies in accordance with state and federal legislation to include the Code of Virginia §22.1;
  • Supports the Superintendent with recommendation to the School Board as it relates to hiring, dismissals, transfers, promotions, degree stipends, and supplements;
  • Oversees the School Board agenda preparation and maintenance of personnel transactions, records and files pertaining to appointments, leave time, transfers, promotions, separations pay adjustments and related personnel actions;
  • Assists with the staffing allocations, transfers, contract non-renewals, reductions in force (RIF), terminations, investigations and other personnel procedures for licensed and support personnel;
  • Administers and monitors compliance with such policies or legal requirements as Fair Labor Standards
  • Act, EEOC guidelines, grievance procedures, FOIA requests, American Disabilities Act and applicable local, State, and federal regulations;
  • Represents the division in Unemployment hearings, unfair labor practices and discrimination hearings as necessary;
  • Receives and addresses employee complaints and grievances, and advises administrators in such cases;
  • Implements employee wellness programs consisting of resources, events, and supports;
  • Oversees benefits administration and open enrollment;
  • Develops a budget proposal for the office of human resources and oversees the use of all funds;
  • Protects confidentiality of records and information about staff and uses discretion when sharing any such information within legal confines;
  • Participates in regional and national human resources organizations;
  • Plans and implements recognition events (retirement, teacher of the year, support employee of the year, new teacher of the year);
  • Performs related work as required.

OTHER FUNCTIONS:

  • Performs other tasks as may be assigned by the Superintendent for the purpose of ensuring the efficient and effective functioning of the work unit.
  • Serves as the school division’s Title IX Coordinator.
  • Serves as the Equal Opportunity Officer and ADA contact for employees.
  • Serves as the school division's FOIA and FERPA point of contact.

Job Types: Full-time, Contract

Pay: $76,692.00 - $160,848.00 per year
