THE ARC CARROLL COUNTY INC is Hiring a Human resource specialist Near Baltimore, MD

Description :

The Arc Carroll County is seeking an outgoing and people-oriented individual to join our Human Resources team. As a member of the 2-person Human Resources team, the Human Resources Specialist will perform a variety of administrative duties relating to personnel functions and programs including but not limited to recruitment, onboarding, and employee engagement and retention.

In this role, the Human Resources Specialist will :

  • Coordinate all recruitment efforts including posting positions, conducting phone screens and in-person interviews.
  • Maintain applicant tracking system (Paylocity) to ensure accurate and timely disposition of candidates and up-to-date information for all positions.
  • Facilitate employment offer process including background checks, Exclusion checks, physicals / drug screens.
  • Coordinate and conducts new hire onboarding sessions, setting up employee files, training sessions, etc.
  • Manage intern / volunteer program.
  • Work with HR Director on recognition and retention strategies including regular follow-up outreach to new hires, stay interviews, exit interviews, etc.
  • Answer employee inquiries.
  • Perform administrative functions including processing all employee changes, status changes, maintains HRIS records and compiles reports from the database.
  • Respond to unemployment claims.
  • Assist with the leave administration process, including FMLA, Short-Term disability, and unpaid leaves of absence.
  • Assist HR Director with various research projects, special projects and other duties as assigned.

Requirements :

  • High School diploma or GED required. Associate's degree in Human Resources, or related field preferred.
  • Two (2) years' experience in Human Resources department, ideally with recruiting and onboarding experience.
  • Advanced proficiency of Microsoft Office Products (Word, Excel, Power Point, Outlook), experience using HR / HCM systems for recruiting, onboarding, and employee information.
  • Excellent verbal, written, and interpersonal communication skills and the ability to build solid working relationships with staff at all levels in the organization.
  • Clean drug screen and criminal record (The Arc provides programs, services, and direct care to vulnerable adults).

PHYSICAL DEMANDS for Human Resources Specialist :

  • Requires sitting for periods of time working with computer, standing, and walking, bending, stooping, periodically.
  • Specific vision abilities required by this job include close vision, distance vision; ability to adjust focus.
  • Employee may need to lift or move up to 25 pounds during a workday.
