The Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) is the state agency that focuses solely on policies, programs, and services for people with mental health challenges, substance use disorders, intellectual and developmental disabilities, or any combination of these. As Georgia’s public safety net, DBHDD operates six field offices and five hospitals throughout the state within three program areas: behavioral health, developmental disabilities and hospital services.
The main office for DBHDD is located in downtown Atlanta.
Job Description
Job Title: Human Resources Manager
Pay Grade: M
Job Summary:
The Human Resources Manager (HRM) is responsible for leading the delivery of human resources initiatives, programs, and services for employees at the DBHDD Central Office and across field locations.This role involves recommending policy and procedure changes based on the needs of employees and the agency, ensuring high-quality performance to achieve organizational goals.
Key Responsibilities:
·Oversee the delivery of HR services to ensure alignment with agency goals.
·Lead the Employee Relations function and staff for the assigned areas.
·Identify employe performance and training needs; collaborates with others to meet the needs identified.
·Analyze employee and agency needs to recommend changes to HR policies and procedures.
·Ensures compliance with all state and federal guidelines, and local and unit operations to support DBHDD strategies.
·Contribute to the development of strategic HR plans that support the agency’s mission and goals.
·Monitor and evaluate the effectiveness of HR initiatives and programs.
·Oversees exit interviews and offboarding.
·Partners with members of the Human Resources team to develop and communicate key insights and performance metrics.
·Provides subject matter expertise on performance management, employee recognition, employee development, and progressive discipline to managers and supervisors.
·Attends interdepartmental meetings.
·Other duties as assigned.

·5 years supervisory human relations experience in mid to large size organization
·3 years’ experience in minimum of three (3) of the HR bodies of knowledge
·SHRM or HRCI certification
