The Director of Human Resources leads traditional HR functions (Compliance, Benefits, Compensation, Employee Relations, Recruiting) as well as provides oversight for the company Safety function. The role maintains and administers company policy with regards to employees and employee relations. Ensures compliance with all applicable labor, benefits and other employment-related laws and regulations. Coordinates and advises management regarding all human resources activities, such as employment, compensation, employee relations, benefits, training, employee development and employee services by performing the following duties personally or through others.

Responsibilities

Compliance 

  • Maintains knowledge of legal requirements and government regulations affecting human resource functions and recruiting.
  • Ensures that all company policies, procedures and practices are in full compliance.
  • Files regulatory employment and HR related reports as required; maintains other records, reports, and logs.
  • Develops and maintains the affirmative action program and other compliance programs as required. 
  • Investigates and responds to employee complaints and regulatory agency inquiries, charges or lawsuits related to employment practices.

Recruiting & Staffing (Hiring, Promotions, Demotions, Transfers)

  • Ensures proper recruiting and hiring practices.
  • Reviews and issues offers of employment.
  • Assists in recruiting process. Provides explanation of company benefits to candidates. 
  • Tracks and reviews employee promotions to ensure consistency and fairness. 
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations. 

Employment Policies

  • Writes, revises, edits and proofreads company policies & procedures and related documents as needed. 
  • Ensures that policies and procedures meet company needs as well as legal and regulatory requirements. 
  • Responds to inquiries regarding policies, procedures and programs. 
  • Ensures uniform application of company policies and procedures.

Employee Benefits

  • Oversees administration and implementation of all employee benefit plans and programs.
  • Maintains and manages vendor relationships with employee benefit providers.
  • Maintains records of employee participation and other records for benefit plans such as insurance and pension plan.
  • Ensures benefit plans and programs meet regulatory requirements including ERISA compliance and required disclosures, non-discrimination testing, Form 5500 filings, etc. 

Training and Development

  • Assists in organizational training and development efforts. 
  • Responsible for training management personnel in interviewing, hiring, terminations, promotions, performance review, safety and sexual harassment, etc.
  • Provides mentoring and training to management personnel in leadership and other soft skills.

Performance Management

  • Advises management in appropriate resolution of employee relations issues. 
  • Facilitates and supports performance review program. 
  • Monitors performance review programs to ensure effectiveness, compliance and equity within the organization.

Compensation

  • Administers salary administration process to ensure compliance and equity within organization. 
  • Conducts research and analysis and makes recommendations to ensure a competitive and cost effective compensation and benefits plan to facilitate employing and retaining excellent employees. 

Employee Communications

  • Establishes credibility with employees at all levels in order to be an effective problem solver of people issues. 
  • Ensures adequate and ongoing communication of HR related information to all employees.

Health and Safety

  • Provides oversight and guidance for overall company safety program. 
  • Executive sponsor of safety committee which is responsible for development and implementation of company safety policies and programs to meet regulatory requirements and company objectives. 

HRIS and Recordkeeping

  • Ensures maintenance of Human Resource Information System records including documentation of personnel transactions such as hires, promotions, transfers, performance reviews, and terminations. 
  • Compiles HR related reports as required.
  • Ensures proper maintenance of employee records. 
  • Ensures HIPAA compliance with employee recordkeeping. Serves as HIPAA compliance officer.

Requirements

  • Bachelor’s degree in Business, Human Resources or a Social Science. 
  • Minimum of 10 years’ experience in an HR Management position; multi-states/sites support experience required. 
  • Experience managing and coaching an HR team and working across organizational departments to inform and influence the general population up to executive level leadership.
  • SHRM-SCP certification strongly preferred.
