Job Summary:

The Assistant Director of Human Resources is responsible for assisting, directing and overseeing HR at all levels of the organization. ADHR will ensure HR is in alignment with the mission, values, goals, and culture of the Jewish Federation of Southern New Jersey and its family of agencies.

The Assistant Director of Human Resources will bring a blend of functional HR and people management experience to this dynamic role, will have a proven ability to deliver an informed opinion to the Chief Human Resources and Administration Officer on current trends and HR compliance needs, and will move easily between overseeing day-to-day staff inquiries and situations, and rolling up their sleeves to manage the administrative needs of our centralized HR function.

Job Responsibilities:

  • Assist with oversight for all HR functions, ensuring that policies, programs, and processes are administered effectively with relevant laws and regulations.
  • Interpret HR policy and laws to management and lay leadership.
  • Assist with managing accurate and compliant record systems for employee data and lead the HR team in maintaining official employment files.
  • Assist with the supervision and mentoring of the HR team; strategically and proactively seek ways to improve the department’s functionality.
  • Assist the Finance team to ensure quality control of payroll and benefits, as well as troubleshoot issues with ADP during payroll processing.
  • Assist with providing day-to-day HR management and guidance for all staff in the areas of: FMLA, NJFLA ADA, and all employee leave; manage any workers’ compensation reporting issues; track and manage all UI; benefits; exit interviews; etc.
  • Act as the subject matter expert to HR processes and policies for the JFED system.
  • Perform regulatory filing such as EEO1, affirmative action, OSHA and process variable hour assessments.
  • Manage ADP and run audits.
  • Stay abreast of changing and emerging trends within the industry and seek to implement those that hold the most value for the Jewish Federation and its family of agencies.
  • Partner with department managers across the JFED system to craft an appropriate strategy for open positions and ensure that hiring is being managed effectively.
  • Deliver and/or source training to provide support to department managers and agency executives to improve recruitment efforts and practices.
  • Actively engage with employees at all levels to promote positive and constructive employee relations.
  • Assist with resolving complex employee relations issues and addressing grievances.
  • Assist with internal investigations, conflict resolution, corrective action, and risk mitigation.
  • Assist with counseling supervisors regarding employee performance issues; ensure that best practices are used in all disciplinary actions to limit organizational liability and provide fair treatment of staff.
  • Assist with working with the union and engage in collective bargaining, working together to improve the terms and conditions of employment and have open and honest conversations with the union leadership and membership.
  • Lead open enrollment by working with ADP, brokers and HR Generalists. Proven ability to map out an effective roll out.
  • Update benefit plans and rates in ADP.

Required Certifications/Licenses/Registrations:

PHR, SPHR, SCP, CP – At least one of these certifications is required and must be current.

Required Education & Experience:

  • Bachelor’s degree or higher in Human Resources or related field
  • Minimum 10 years of progressive HR experience
  • Minimum 5 years of HR management experience supervising HR Generalists.
  • Experience working within a multi-level organization, equally comfortable relating to line staff as well as members of the C-suite.
  • Solid understanding of federal and New Jersey state labor laws, including FLSA, FMLA, COBRA, EEO, ADA, ACA, workplace safety, and workers’ compensation
  • Excellent communication skills – verbal, written, and presentation.
  • High attention to detail
  • Ability to implement vision, think strategically, creatively problem solve, and exercise excellent judgement.
  • Proven ability to work well under pressure and address high-risk situations quickly and professionally.
  • Ability to plan and manage multiple projects simultaneously.
  • Demonstrated ability to lead a team; delegates well, defines and enforces responsibilities, and motivates staff to progress and succeed.
  • Knows and completes responsibilities in assigned timelines; asks for clarifications when needed.

Additional Technical Requirements:

  • Proficiency with Microsoft Office Suite and a general comfort with technology
  • Advanced proficiency with HRIS systems ADP Workforce Now required
