Position Information
The is seeking an experienced, innovative, results-oriented Commuter Services Bureau Chie f to lead ), one of the premier commuter service organizations in the United States. ACCS supports the diverse urban multimodal transportation needs of a growing community of over 230,000 residents and 220,000 workers at the center of the Washington metropolitan region. The Commuter Services Bureau is responsible for making the existing transportation system (rail, bus, bike, shared ride, shared mobility, and pedestrian network) work more efficiently by applying transportation demand management (TDM) and mobility management tools to reduce the reliance on single occupant vehicle trips in support of a vibrant, sustainable and livable community.
The Bureau Chief is a member of the senior leadership teams, manages a $10 million budget in grant and local funds, oversees a team of several County staff and over 50 contractors, and reports to the Assistant Director of Transportation.
Specific duties include:
  • Employer, employee, hotel and multifamily property transportation program outreach, sales and support services provided by Arlington Transportation Partners (ATP);
  • Marketing and communications, including social media, website management, campaigns/events (such as Bike to Work Day), and transit promotions for ART and branded Metrobus routes in Arlington;
  • Overseeing Web-based and retail operations including CommuterDirect.com, Commuter Stores (4), Mobile Commuter Store (2) and a commuter information and fulfillment center;
  • Managing TDM programs for development projects (commercial, residential and public) with ongoing monitoring, support services and evaluation, including TDM research, collaboration, and technology development through Mobility Lab;
  • Targeted outreach, education, and promotional programs including WalkArlington, BikeArlington, etc.;
  • Interpreting County policy and coordinating the unit's work with internal and external units/organizations such as the Metropolitan Washington Council of Governments (MWCOG), Washington Metropolitan Area Transit Authority (WMATA), the Virginia Department of Rail and Public Transportation (DRPT), the Virginia Department of Transportation (VDOT), etc.; and
  • Providing project management and administration support, including budgeting, expense tracking, reporting, program planning and execution, consultant management, and evaluation.
The ideal candidate will be a strategic thinker with demonstrated experience identifying process issues, proposing options for solutions, and guiding a team towards an outcome that meets the mission of the agency, as well as experience collaborating with a variety of stakeholders to impact organizational change.
Selection Criteria
Minimum Qualifications :
  • Bachelor's Degree in Public/Business Administration, Transportation Planning, Urban Planning, or related field; plus
  • Considerable experience in one or more of the following areas: transportation planning, marketing and communications, research methodologies, and/or transportation demand management.
Substitution : Additional qualifying experience may be substituted for the education requirement on a year-for-year basis.
Desirable Qualifications: Preference may be given to candidates with a Master's Degree in directly related field, and/or experience in one or more of the following:
  • Administering programming to reduce single-occupant vehicles, including municipal parking policy, curb space policy, active and shared transportation, education campaigns for active travel modes;
  • Federal and state grant processes and requirements for transportation projects;
  • Communications and marketing campaigns related to multimodal transportation;
  • Multimodal transportation research and data collection methodologies; and/or
  • Supervising project managers, contractors, and financial staff.

The salary ranges listed above are effective June 30, 2024.
Work hours: Monday - Friday between 8: 00 am - 5:00 pm with telework opportunities. Employee must be able to travel and attend public meetings associated with private and public development projects and local, state, and national events, outside regular working hours. Employees must be available to work weekends and/or extended hours during emergency events.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:
Paid Leave: Vacation leave is earned at the rate of five hours biweekly. Leave accrual increases gradually until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. Paid parental and family leave benefits are also offered. Leave is pro-rated for part-time employees.
Holidays: There are eleven paid fixed holidays each year, as well as two floating holidays. Initial allotment of floating holidays may vary based on when you are hired.
Health and Dental Insurance: Four group health insurance plans are offered - a health maintenance organization, two plans with in-network only coverage, and a high-deductible plan with in and out-of-network coveerage, along with a Health Savings Account (HSA). Group dental insurance is also offered, with two options for coverage. The County pays a significant portion of the premium for these plans for employees and their dependents. The County also contributes to the HSA.
Life Insurance: Basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance may be purchased for yourself, spouse, and/or children.
Retirement: The County retirement program is made up of three parts: a defined benefit (pension) plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. The County also contributes to this plan. Employees become vested in the plan at five years of service.
For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)). The 457 deferred compensation plan allows you to save for retirement on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your pay. A variety of investment options are available for the 401(a) and 457 plans.
Other Benefits: The County also offers health care, dependent care, and parking flexible spending accounts; adoption assistance, tuition reimbursement; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other benefits.
Permanent, Part-Time Appointments:
Part-time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.
Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.
Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.
Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
