*Health Program Administrator Trainee 1: A bachelor's degree or higher.
Health Program Administrator Trainee 2: A bachelor's degree and one year of experience in the administration, supervision and oversight of programs including the design, implementation, administration, management, operation, and assessment of program effectiveness. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: The preferred candidate will have excellent organizational and communication (both written and verbal) skills and strong attention to detail; Proficiency in the use of Microsoft Office (Word, Excel, PowerPoint, teams, Outlook); Strong critical thinking and excellent problem-solving skills; experience analyzing information and understanding program policies; ability to act independently while handling competing priorities; strong interpersonal skills and ability to work in a team.
Duties Description This position is in the Bureau of Vaccine Programs, Provider Enrollment and Outreach Unit. As a member of this unit, the Health Program Administrator will ensure compliance with requirements related to the Vaccines for Children (VFC) Program and Vaccines for Adults (VFA) Program. This unit is primarily responsible for providing customer service and technical assistance to providers regarding program requirements and tracking and processing new provider enrollments and annual recertifications. Duties include: •Responding to and/or triaging email inquiries sent to the Vaccine Program mailbox •Reviewing and processing vaccine borrowing requests. •Ensuring providers meet all programmatic requirements for enrollment •Coordinating new provider enrollment site visits with regional office staff •Managing the Vaccine Programs Listservs for communication with providers. •Data entry in the New York State Immunization Information System (NYSIIS), Provider Education Assessment and Reporting system (PEAR) and Vaccine Tracking System (VTrckS) •Reviewing provider vaccine orders for completeness and accuracy
Additional Comments Permanent, competitive, full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility.
*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
