Eleven years of professional experience, of which three years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization. A bachelor’s degree may substitute for four years of the professional experience described above.
Preferred Qualifications:
Professional experience with administering of a state adult care facilities/assisted living program or investigation program or similar health care organization. Must have strong interpersonal skills, experience with recruitment, staff development and personnel activities, excellent decision-making and problem resolution capability and excellent writing and editing skills. Experience with development of policy and interpretation of laws and regulations. Experience supervising a large number of staff and experience in remote staff oversight, assignment of duties and implementing efficient, processes to further program and Office goals and objectives.
"The Health Program Director 1 (HPD 1) will be responsible to assist the Division Director with the management and oversight of the Division of Adult Care Facilities/Assisted Living (DAL) surveillance activities, providing oversight for over 540 adult care facilities statewide.
Duties will include: assisting the Director to develop and implement long-term and short-term planning objectives critical to the implementation of adult care and assisted living activities; assist the Director with the administration, direction and coordination of the statewide day to day development, implementation, surveillance and evaluation activities, coordinate across other Centers within the Office of Aging and Long-Term Care on licensure and policy activities and meeting and corresponding with representatives of the Department, external agencies, provider associations and various other stakeholders in order to develop processes and methodologies necessary to implement new initiatives and support Division operations. In addition, the HPD 1 will be responsible to ensure program compliance with the federal Home and Community Based Settings (HCBS) requirements, maintain strong internal control standards, identify internal and external stakeholder training needs and ensure the implementation of such training, education and efficient processes in order to meet Division and Agency priorities and expectations.
The HPD 1 will also assist the Division and Office of Aging and Long-Term Care Center Directors to provide management, evaluation and consultation in order to ensure efficient, effective and sustainable operations, including, but not limited to, ongoing review of resources, organizational policies and procedures the program area, coordination of personnel activities, and assuming full responsibility for all Division operations including those performed by regional office program leads in the absence of the Division Director.
