Eleven years of professional experience, of which two years must have included managerial responsibility for a major health-related program, or a major administrative function for a large health-related organization.
A bachelor’s degree may substitute for four years of the professional experience described above; a master’s degree in an appropriate field may be substituted for an additional year of that experience.
Preferred Qualifications: Experience working with New York State Agencies analyzing and drafting legislation and regulations, developing policy, assessing the impact of federal and state legislation and regulations, presenting information for internal and external stakeholders, and drafting public reports. A background that includes a law degree is highly preferred.
Three or more years leading a regulatory division or bureau overseeing health care facilities or programs. Two or more years of experience dealing with both the New York State Legislative and the Executive Budget Process. At least one year working with contracts, Requests for Applications (RFAs) and Requests for Proposals (RFP).
Strong critical thinking, organizational, written, and verbal communication skills; and the ability to handle multiple, competing priorities in a timely manner.
The Health Program Director 1 will function as the Director of the Quality and Surveillance program for the Center for Home and Community Based Services (HCBS). The Director will support the management and oversight of Home and Community Based Services quality, surveillance, and regulatory activities. This includes providing oversight for Certified Home Health Agencies (CHHAs), Licensed Home Care Services Agencies (LHCSAs) and Hospice providers through quality, surveillance and programmatic activities.
Duties will include: assisting the Center Director in the development of long-term and short-term planning objectives critical to the development and implementation of HCBS and Office of Aging and Long-Term Care activities, including the administration, direction and coordination of the statewide day to day activities; development, implementation, and oversight of quality and surveillance activities; providing subject matter expertise and corresponding with representatives of the Department and various external stakeholders to develop processes and methodologies required to implement new initiatives to support Center operations and the overall mission of Office of Aging and Long-Term Care.
The Director will also provide management support, evaluation, and consultation to the Center Director to ensure efficient, effective, and sustainable operations, including, but not limited to, ongoing review of resources, organizational policies and procedures for program areas, coordination human resources, and assuming responsibility for Center operations in the Director’s absence.
Preferred Qualifications: A motivated professional who is a self-starter with a with proven track record in the administration of a federal or state community-based home care services, investigation program, home care agency or hospice. Must have strong leadership, organizational and interpersonal skills; experience with staff development and human resource management; a strong work ethic and strong decision-making skills, ability to work independently and with regional teams; and excellent writing, editing and presentation skills. Experience with development and interpretation of laws and regulations is necessary for this position. Experience supervising assignments and activites of staff, including field and remote staff.
