Program Research Specialist Trainee 2 Hlth Care Finance: A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and one year of professional research experience in health care financing performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.?

Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently. Professional work experience and/or education in accounting and and trend analyses.

Duties Description

This incumbent will function as an analyst within the Division of Finance and Rate Setting, within the Bureau of Financially Distressed Hospitals (FDH)
The Bureau of Financially Distressed Hospitals Bureau’s goal is to promote financial sustainability for healthcare providers, thereby improving health service quality, preserving access, and decreasing statewide provider reliance on State aid to fund operations. In addition, this Bureau works directly with hospitals on their cash flow, hospital needs, and various payment mechanisms, including Directed Payment Templates (DPT), Vital Access Program (VAP) funding, and Vital Access Provider Assurance Program (VAPAP) awards.
Duties Include:
Ensure completeness of data submission for supplemental data requests and other information related to funding applications from hospitals; Update both the VAP and VAPAP DOH websites as needed with the purpose of each program and application requirements.
Create a transition plan and language for VAPAP subsidy funds to occur on a quarterly disbursement schedule; Provide updates to reported information, closing the loop on what funds are used and address requests for emergent funds for a significant need; Focus on cash flow metrics with enhanced specificity and breakdowns that allow for a better understanding of root cause and potential solutions (e.g., payer class break out, asset types); Collect operational and quality measures to allow NYS to better assess FDH needs, validate submitted transformation plans, and track towards DOH’s regional health care delivery planning objectives; Facilitate FDHs moving towards monthly and quarterly data submissions (depending on the program) following the updated excel cash flow template which includes financial, operational, and quality measures; Track hospitals receiving subsidies by utilizing a redesigned, statewide hospital subsidy portfolio tracker which will provide insight into where each NYS hospital stands across the subsidy continuum (e.g., applied for a specific subsidy, receiving a single or multiple subsidies, has not applied for subsidy, program status); Regulate legal agreements that FDHs will sign outlining stipulations and expectations for subsidy recipients, including 1) business terms and performance standards (both hospital and State terms and responsibilities) and 2) enforcement and monitoring policies.
Foster relationships between FDH Bureau staff and specific FDHs by geographic region; Work with institutions to provide financial projections attested by the FDH’s CEO/CFO; Data collection and manipulation, analysis, evaluation, and analytical studies relating to reimbursement mechanisms, funding methodology, health economics, healthcare financing, cost containment, and patient classification systems for the FDH Bureau; Evaluate hospital data sources to determine any limitations in terms of reliability or usability; Recommends, prepares, monitors, and disseminates financially distressed performance measures; Selects the appropriate methods to follow in analyzing and evaluating hospital data, considering the character and sources of data and the statistical tools to be used.
Performs data manipulation tasks with quantitative hospital data, such as data construction, merging data files, and data cleaning; Evaluates various hospital program areas including policy, procedure, legislation, objective, and cost effectiveness; Identifies actual or potential problem areas, trends, program accomplishments, and additional key factors in the distressed hospital field; Identifies new financially distressed facility needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation; Evaluates the effectiveness of alternative or corrective actions being considered for various financially distressed program supports; Analyzes and interprets statistical hospital data to identify significant differences in relationships among sources of information; Identifies relationships and trends in hospital data, and any factors that could affect the results of the research or analysis; Performs hospital data extraction, data linkages, and data queries using computer software; Prepares tables, graphs, fact sheets, and written reports summarizing distressed hospital research and analysis results.

Permanent, competitive, full-time. Two year traineeship leading to a G18. Transfer candidates may be asked for SSN to verify title history and eligibility.
  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
