Minimum Qualifications
Permanent transfer candidates: Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Program Research Specialist 1 (Public Health), G-18; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6 of the Civil Service Law to a Program Research Specialist 1 (Public Health) G-18, Program Research Specialist Trainee 1 (Public Health), G-NS, or Program Research Specialist (Public Health) Trainee 2 (NS).   • Program Research Specialist Trainee 1 (Public Health): A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics.
Program Research Specialist Trainee 2 (Public Health): A bachelor’s degree including or supplemented by nine semester credit hours in statistics, biostatistics, economics, econometrics, mathematics, research methods, data analysis, data science, or data modeling and one year of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
Program Research Specialist 1 (Public Health): A bachelor's degree including or supplemented by nine semester credit hours in biostatistics, data analysis, data modeling, economics, econometrics, mathematics, research methods, or statistics and two years of professional research experience performing the collection, manipulation (e.g., data construction, merging data files, data cleaning, working with data files containing different levels of data) and evaluation of quantitative data directed toward review, analysis, and presentation related to program operations.
Preferred Qualifications: Master’s degree in Public Health, Epidemiology, Statistics/Biostatistics or a related field. Familiarity with epidemiological research methods. The preferred candidate will have experience in public health disease surveillance, the ability to collect and analyze data and interpret results, excellent written and oral communication skills, as well as experience using SAS, Microsoft Access, and Excel.
Duties Description

The candidate will work in the Bureau of Refugee Health to assist the Refugee Health Program (RHP) in the analysis and evaluation of Refugee Health data from contracted refugee health centers. The candidate will work in the Bureau of Refugee Health to assist the Refugee Health Program (RHP) in the analysis and evaluation of Refugee Health data from contracted refugee health centers.
Responsibilities will include performing data analysis to ensure timely and accurate reporting of Refugee
cases to management. The incumbent will provide analysis and interpretation of the data while monitoring data quality and data submitted to CDC in the enhanced Refugee Health Database. The incumbent will regularly run data reports for OTDA and other statewide agencies as needed. This position will review Refugee health assessments when submitted by the refugee centers and follow-up in CDESS lab data to assess contractor follow-up and treatment outcomes. This position will track immunizations provided to refugees and track infections reported on assessments. The candidate will provide analytic interpretation of these findings to the research team.
The candidate will provide technical assistance to Refugee centers when submitting and entering data if needed. The candidate will also provide support for the creation and implementation of an enhanced Refugee Health Database (RHD) that will house various data sources (NYSIIS, CDESS, LeadWeb, etc.). Once created, the incumbent will utilize the database to review trends in refugee health post-arrival to the United States, including monitoring for chronic disease trends etc. The incumbent will assist the Refugee Health Program in other research duties as required.

  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
