About the division:
This position resides in the Office of the Deputy Director of Operations on the Behavioral Health Operations and Planning Team in the Division of Behavioral Health and Recovery (DBHR). DBHR is the single state authority for behavioral health in Washington State. The Behavioral Health Operations and Planning Team’s purpose is to support the HCA, DBHR, and Team mission and strategic goals through ensuring the delivery of high-quality Behavioral Health including mental health and substance use disorder (SUD) care through grants, statewide innovative health policies, and service purchasing strategies, including increasing access to community-based treatment services for individuals living with behavioral health conditions.
About the position:
This important role, reporting to the Behavioral Health Operations and Planning Supervisor, focuses on keeping tabs on federal and state behavioral health matters and acting as the go-to expert on legislative priorities. Responsibilities include overseeing the communication of behavioral health policy implementation and offering expert advice to top leadership and outside groups. Vital for ensuring effective communication and alignment with behavioral health goals, this role plays a key part in coordinating with internal teams, the Governor's office, and lawmakers.
This position is eligible to telework part-time but is frequently required to report on-site to meet business need. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:

  • Lead and track Federal and State behavioral health priorities and policies, providing expert advice and consultation to HCA and DBHR executive leadership, internal departments, and outside organizations on behavioral health priorities and projects.
  • Develop budget planning for state budget decision packages and agency request legislation for the promulgation of appropriate policy rules and laws for implementation of legislative programs.
  • Develop public presentations on current activities being implemented based on legislative actions and present them to diverse groups at the state and federal level.
  • Evaluate the quality of division legislative work to ensure analysis on key legislation and reporting is complete, including monitoring the implementation status of division-assigned legislative tasks and initiatives.
  • Produce and oversee the production of complex reports on legislative task and project implementation and ensure proactive processes in coordination with internal departments for delivery to the legislature.
  • Represent the agency with Legislative inquiries related to state behavioral health budget and program progress.
  • Conduct policy research, analysis, and guidance to program subject matter experts, division leadership, other divisions within HCA, policymakers, stakeholders, and interest groups for agency programs and projects to provide leadership in the development and maintenance of tracking and performance monitoring.
  • Assess division legislative priorities, activities, communications, training, and resource needs.
  • Evaluate the impact of legislative proposals on the division and draft legislative amendments in coordination with division leadership and subject matter experts.

Qualifications

Required qualifications:
Option 1:
A bachelor’s degree in law, public administration, public health, business administration, or closely related fields and five (5) years of the required experience below
Option 2:
An associate degree in a related field and seven (7) years of the required experience below
Option 3:
Nine (9) years of the required experience below
Must possess demonstrated experience in two or moreof the following areas:

  • Experience conducting state and/or federal health policy research, analysis, and/or process improvement
  • Analyzing policies, laws, rules, or regulations related to Medicaid covered services.
  • Project Management (i.e., overseeing, planning, execution, and training processes of health policy development.)
  • Healthcare Policy development
Preferred qualifications:
  • Experience with community behavioral health systems
  • Stakeholder identification and management
  • State and Federal laws related to Center for Medicaid Services, Substance Abuse Mental Health Services Administration, including guiding rules and regulations related to Behavioral health and Recovery principles and policies

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.
Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.
Pay status includes hours worked, time on paid leave and paid holiday.
As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.
Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.
Military Leave
Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
