Volunteers of America of Pennsylvania is Hiring a Program Manager Near Pittsburgh, PA

General Functions:

The employee in the Program Manager position will focus their work on the supervision and coordination of the Manna House transitional housing program. The Program Manager is responsible for facilitating the transitional housing program that is tailored to best serve youth who are aged 18-24 years old who are experiencing homelessness and who may have been impacted by complex childhood trauma. Services are to be geared toward increasing the program residents’ abilities to obtain and remain in permanent housing and employment, improve their development of essential life skills, and the achievement of greater self-determination. The Program Manager will ensure that service provision is determined through the assessment of each resident’s individualized needs and the development of a personalized service plan is to be jointly created and is to be developmentally and culturally appropriate and stress the strengths of the resident. Responsibilities of the employee in this position include oversight of a team of Life Skills Coaches and a Case Manager, orchestration of the schedule to ensure 24/7 on-site staff support to residents, receiving referrals and conducting interviews with prospective residents, facilitating move-ins and exits from the program, establishing and evaluating progress towards program goals, etc. The Program Manager also develops and maintains community partnerships and serves as a key representative in the community on behalf of the program.

Scope of Duties:

1. Adhere to the established regulations, policies and procedures, and the best practice standards for the Manna House program which is supported by the Department of Housing and Urban Development.

2. Adhere to the established policies, values, and mission statement of Volunteers of America of Pennsylvania.

3. Attend training, conferences, and seminars to enhance skills and job performance.

4. Responsible for maintaining residents’ records and supporting resident case management as needed.

5. The Program Manager will act as a liaison for the program among community service providers, employers, educational institutions, housing authorities, and others to meet residents’ needs and assist them in accessing maximum benefits from these resources.

6. Oversee the professional development of program employees through frequent training opportunities. Ensure training opportunities are strategic based on the team’s identified strengths and weaknesses. Create opportunities for open communication by facilitating weekly client reviews and frequent team meetings.

7. Cooperate in the planning of fundraising and community events on behalf of the program.

8. Coordinate with local resources to provide a full schedule of educational opportunities to the residents throughout each month.

9. Obtain and document information from residents, their families, and other relevant parties involved to best address any behaviors, concerns, etc.

10. Assist residents in reaching ISP goals through direct supportive services.

11. Demonstrate knowledge and professionalism while answering phones and emails, taking messages, and speaking with residents/guests

12. Run daily operations of the program and alert the supervisor when issues arise.

13. Perform duties to ensure documentation of receipts, rent collection, attendance in events, etc. are done and also given to the supervisor.

14. Assist residents with the intake and exit process.

15. Maintain program compliance, and ensure all residents are aware of and adhere to the handbook.

16. Maintain employee schedules to ensure 24/7 on-site staff support.

17. Complete and submit employee time cards biweekly.

18. Attend community-based meetings and provide reports when requested.

19. Conduct yourself to promote dignity and respect for all staff, residents, volunteers, and general public

20. Be available on-call and participate in the on-call rotation system.

2. Cultural Competency – understanding the nuances of cultural sensitivities and how they may impact the organization’s delivery of services.

3. Motivational Interviewing – the use of verbal and nonverbal communication and interpreting social contexts from a strengths perspective to build rapport.

4. Relational Social Skills – establishing trust and helping employees understand and articulate their needs to overcome barriers.

5. Diversity, Equity, and Inclusion – the ability to mitigate inequities and reduce barriers to health equity for all.

6. Strength-Based - must approach relationships from a strengths-based/motivational interviewing and healing-informed approach

ADA Essential Functions:

1. Regularly required to stand, walk, sit, use hands to handle or feel, reach with hands and arms, climb stairs, talk, hear, and smell

2. Regularly lift and move up to 25 lbs.

3. Ability to see clearly at 20 inches or less.

4. Ability to identify and/or distinguish colors.

5. Ability to observe an area that can be seen up and down or to the left and right while remain fixed on a given point.

Credentials/Abilities:

The employee in this position must possess a Bachelor’s Degree and/or a combination of 4 years of experience in a similar social service setting. A driver’s license is required, the employee may drive for meetings, community events, transporting clients, etc. The employee must possess a strong ability to make immediate decisions when faced with crisis or unusual situations. The employee must have a working knowledge of computer software, specifically Microsoft Office; including Outlook, Excel, and Word, as well as effective written and verbal communication skills.

Job Type: Full-time

Pay: $45,000.00 - $50,000.00 per year
