Founded in 1896 by social reformers Ballington and Maud Booth, Volunteers of America began as a movement of “volunteers” who were committed and sought to "reach and uplift" the American people. Volunteers of America North Louisiana began in Shreveport in 1935 with the opening of a shelter for women and children. Leading with our long-standing reputation and brand, the agency has grown to operate 40 programs, which tackle our communities’ most pressing issues and integrate our deep compassion with highly effective programs. Responsibility for salary administration to include researching regional and industry standards while factoring in programmatic budgetary constraints; issuing a fair, equitable and accurate pay grade scale for Board approval. Reviewing compensation for new hires, and salary adjustments for all employees to ensure consistency across the agency.
Oversees administration of the employee benefits package including health, dental/vision, life and long term disability insurance plans. This includes working with the agency’s insurance broker and all current carriers to ensure that the organization receives the best possible products/services available within the agency’s financial guidelines. All aspects of these benefits, including enrolling employees, conducting an annual open enrollment period, termination of benefits, reviewing monthly invoices/spreadsheets and addressing issues with carriers, are managed so as to meet the needs of the employees and the organization optimally.
Oversees administration of the retirement fund to include: communication with the fund sponsor and regional representative; ensure that employees are enrolled when appropriate; address employee and fund sponsor inquiries; communication with the fund sponsor regarding changes in status/terminations of employees, and employee vesting status. Serve as Plan Administrator as defined by plan document, and be available to review and approve documents relevant to participants requesting a loan, transferring funds, taking an in-service withdrawal, or removing proceeds and closing their account. Oversight of transfer of employee/employer contributions to fund. Requires extensive knowledge of the agency’s current retirement plan document.
Oversees initial reporting to workers compensation carrier of all work-related incidents/injuries involving agency employees. Providing ongoing information to the carrier throughout the treatment/rehabilitation process in cases of lost time injuries. Communicating with the carrier and agency management regarding the employee’s status and medical release to return to work capability.
Oversees effective and sound recruitment practices for all employees, temporary staff, and interns. Participates in recruitment strategy meetings, interviews as appropriate, and assists in evaluation of candidates for select positions, as needed. Develops recruitment tracking reporting to determine of recruitment is effective.
Serves as a trusted and knowledgeable advisor to the CEO, executive leadership team, and senior leadership team on all aspects of human resources management and talent strategies; develops relationships with all levels of the organization.
Works closely with executive and senior management to identify areas of training needs specifically for supervisory/management staff. Plans, implements and conducts supervisory training programs and utilizes outside resources/trainers when needed.
Conduct internal investigations, as needed.
Oversight of all background check results for prospective employees, including review to determine eligibility for hire.
Personnel policy development and documentation, as well as updating and republishing of manual.
Assist and advise agency management regarding Human Resources issues (e.g. wage and hour issues, state and federal labor regulations, performance improvement, disciplinary matters, etc.). Seek legal counsel on behalf of agency, when appropriate, regarding employment law.
Conduct New Supervisor Orientation for new or promoted management personnel.
Ensure that agency is in compliance with H.R. standards relevant to regulatory agencies, national organization, funding sources, licensing entities, etc.
General employee counseling to include benefit and policy-related questions, addressing employee concerns, etc.
Oversees preparation and submission annually of EEO-1 report, as well as agency driver information for insurance carrier. As needed, analyze statistical data to determine possible trends and make appropriate recommendations.
Special projects as requested by CEO.
Other duties as assigned.
Requirements:
  • Bachelors Degree in Business Administration/Management, Human Resources, Industrial Psychology, or a related discipline, and at least five years of human resources management experience, with supervisory experience preferred.
  • Excellent communication skills, both verbal and written.
  • Excellent organizational skills with the ability to multi-task and attention to detail.
  • Ability to work well with personnel from all areas of the agency, and to address difficult and highly confidential situations.
  • Incumbent in this position must satisfactorily clear a criminal background investigation.
