Vector CSP is Hiring a Program and Financial Management Specialist, (NSC PMO) Near Washington, DC

Job Summary:
The United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. Constant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics, configuration management, post-delivery, and documentation support services.
Education and Experience:
  • Shall include documented completion of all requirements for DHS/DAWIA Project Management Level III or active PMP or PgMP certification.
  • Shall have a minimum of fifteen (15) years supporting Major Acquisition Program(s) (DHS/USCG Level 1, DoD ACAT I or equivalent) and Acquisition Program portfolios with extensive experience in federal budget development/management, financial management, Earned Value Management (EVM) support, and support in drafting reports to senior levels and external oversight (DHS, GAO).
  • MS/MA in applicable field or BS/BA in applicable field plus 8 years of additional experience, or equivalent experience
Essential Duties:
  • Provide acquisition expertise and support with day-to-day acquisition management activities. Must be able to perform quantitative assessments and provide associated reports. Assist with preparing briefs, PowerPoint presentations, white papers, analyses, spreadsheets, graphs, and overall USCG NSC PMO documentation for internal USCG directorates and commands as well as external Government entities.
  • Review and revise pertinent USCG NSC PMO documents and plans. Revisions may include providing updates due to policy, procedures, or program strategy changes; routing for comments, adjudicating comments, finalizing documents and plans for signature, drafting to incorporate governing guidelines, policies, procedures, and acquisition strategies, routing for comments, adjudicating comments, and finalizing documents and plans for signature.
  • Provide data, inputs, and edits for USCG Program Executive Office (PEO) Weekly Reports, Selected Acquisition Reports (SARs), and Capital Asset Plan and Business Case Summaries (Exhibit 300).
    • Organize, track, maintain, and validate the spreadsheet that captures historical responses provided to USCG COMDT (CG-8), DHS, Office of Management and Budget (OMB), Congress, and the Government Accountability Office (GAO) regarding the USCG NSC PMO. Communicate with other USCG directorates to obtain and validate existing responses maintained by the USCG NSC PMO and assist with research of historical responses for new questions that are asked.
  • Support the administration, collection, and submission of routine data calls within required response times
  • Conduct statistical analyses and provide technical reporting of all incoming financial related data including, but not limited to:
    • Shipyard Trace Reports
    • Element of Cost (EOC) Reports
    • Cost Account Plans (detailed labor/material costs and labor hour data)
    • Earned Value (EV) Data
    • Acquisition Performance Management System EV Data
    • Cost Performance Reports
    • Production Contract Invoice Data
    • Trend Analysis and Forecast Assessments of Cost Performance Index (CPI), Schedule Performance Index (SPI), and Budget at Completion (BAC) data
  • Propose a format for statistical and technical deliverables that enables understanding across various audiences and forums and provides functionality for ease of population into other reports as required.
  • Communicate and participate in IPTs and working groups with United States Navy (USN) entities, other Government agencies, and their contractors, and support Technical Interchange Meetings (TIMs), as required by the USCG NSC PMO.
  • Provide relevant data to assist in preparing lessons learned reports and briefs. Capture data for each NSC, provide metrics, obtain Government approval of the provided metrics, and utilize the Government approved metrics for comparison and evaluation of data between NSCs. This task includes capturing lessons learned for NSC Post Shakedown Availabilities (PSAs), and providing recommendations to decrease cost maintain or shorten the PSA schedule, and/or improve performance during PSA.
  • Support the coordination of special programs and media events involving the USCG NSC Program. Tasks include researching and gathering information to enable the USCG NSC PMO to respond to media queries and creating and maintaining a history file of USCG NSC PMO-related media.
  • Coordinate with the USCG Resource Management Office (CG-928) to research and draft responses for Government approval regarding open obligation validations, DHS Investment Evaluation, Submission, and Tracking (INVEST) updates, out-year budget population and refinement, and Corrective Action Summary Reports (CASRs) updates as needed.
  • Provide USCG NSC PMO budget development support for Government approval and implementation to include the following: drafting Capital Improvement Plan (CIP) updates, creating, and updating draft spend plans, reconciling spend plans with USCG Financial Management Procurement Data Repository (FMPDR) reports, and researching, drafting, and updating travel budget/travel ceilings.
  • Provide Earned Value Management (EVM) support in accordance with the Federal Acquisition Regulation (FAR); OMB Circular A-11 Part 7, Capital Programming Guide; and the DHS Homeland Security Acquisition Manual (HSAM).
  • Monitor NSC production and delivery contract performance and identify early indicators of possible cost or schedule challenges using an Earned Value Management System (EVMS).
  • Apply EVM as a program management technique to track technical performance in the context of schedule and cost. EVM metrics will serve as early indicators of potential issues, allowing the PM to gain better insight into the health of the Program, and make informed decisions to achieve program objectives.
  • Review, edit, analyze, provide cost analysis, and develop metrics for various USCG MSAM and DHS Acquisition Directive 102-01-001 (SOW Section 1.6 (c)) acquisition program documentation including acquisition strategies, Acquisition Plans (APs), Acquisition Program Baselines (APBs), Life Cycle Cost Estimates (LCCEs), Logistics Plans, Configuration Management (CM) Plans, System Engineering Plans, and other program documentation as required by the USCG NSC PMO to ensure financial reporting accuracy and consistency across all documentation.
  • Generate financial reports, presentations, and position and issue briefs based on specific USCG NSC PMO fiscal guidelines.
  • Support all financial meetings by establishing agendas, providing, and updating obligation tracking documents, and providing the USCG NSC PMO functional leads with recommendations related to program funding.
Knowledge, Skill and Abilities:
  • Experience and knowledge with USCG MSAM and DHS Acquisition Directive 102-01-001 or DoD 5000 series as applicable
  • Experience leading a diverse group of personnel supporting acquisition, test and evaluation of government assets.
