US Federal Aviation Administration is Hiring a Supervisory Financial Management Specialist Near Washington, DC

Duties

The Office of Environment and Energy (AEE) develops, recommends, and coordinates national and international standards, policy and guidance, research and studies, and analytical capabilities on aviation environmental and energy matters.

The incumbent serves as the Manager for the Financial Management Branch and manages the financial and strategic activities necessary to properly execute the organization’s budget, integrate work across the office to achieve strategic goals, and accomplish mission objectives.

Serves as a Supervisory Financial Management Analyst, responsible for supervisory oversight and direction of staff responsible for supporting AEE financial and program management initiatives and activities across multiple projects/programs. Responsible for overseeing the development of organizational capabilities (e.g. financial reporting tools and models, contract vehicles, grants, etc.) and monitoring/evaluating their performance.

Demonstrates comprehensive understanding of the objectives of the Financial Management Branch. Directs the work of subordinate employees. Managerial duties include: sets priorities, assigns work, monitors and evaluates performance, prepares performance evaluations, coaches and develops employee capabilities, approves leave, and initiates corrective/disciplinary action as appropriate.

Uses assigned staff and other resources to integrate work across multiple organizations to accomplish FAA environmental policy/Research, Engineering & Development (RE&D) goals and objectives. Distributes and balances the workload among employees to ensure timely accomplishment of the assigned work. Monitors daily status and progress of work and makes adjustment as necessary to ensure actions are processed to meet established deadlines. Ensures that employees work assignments are carried out timely and processed accurately. Provides guidance to employees on specific tasks and assists with interpreting and applying policies. Demonstrates detailed knowledge of budget, human resource management, and other administrative policies and procedures. Communicates and reinforces diversity and EEO policies and programs in all areas of responsibility, and participates in the labor-management partnership process by fostering a work environment where all employees are treated in a fair and equitable manner.

Defines, acquires, and allocates budget, assigned staff, and other resources to manage and facilitate multiple challenging programs, projects and activities that support the FAA’s broad environmental policy/RE&D goals and objectives. Manages budget and either reallocates resources among programs or acquires additional resources as needed.

Provides leadership for highly complex and challenging activities and projects under minimal direction, including keeping the Executive leadership well-versed on critical developments and delivering advice regarding problems or other issues that may arise. Participates in strategic planning activities and makes budget commitments for AEE following coordination with leadership.

Analyzes problems and other issues to determine the best and most appropriate course of action. Assists in developing, disseminating and tracking communications within AEE. Responsible for process improvement, ensuring compliance with applicable laws, federal standards and agency regulations, and developing and implementing new policies and procedures. Applies a thorough understanding of the principles of management and strategic planning.

Provides leadership and guidance for non-routine issues and special projects that require coordination across Office Divisions to ensure prompt response and appropriate level of investigation and follow-through. Manages, coordinates, and provides support and advice for multiple projects as needed and assigned by Executive leadership.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS: Experience with accounting and finance principles, practices and techniques.

AND;

Experience leading diverse teams to address complex problems.

AND;

Experience in integrating data and inputs from multiple sources to address a program need.

AND;

Experience with the accounting systems Delphi, Prism, and/or SPLASH.
