This is an outstanding career opportunity for an individual interested in a genuine professional challenge in support of a public-spirited mission.
Working in a creative and fast-paced environment, the Project Manager will serve as a point of contact for the business re-engineering process, including requirements gathering, business analysis, process re-engineering and software implementation. You will review and report on project status, and work closely with the management team to manage constraints related to vendors, project scope, resources, and time. This work will include setting up project plans, resolving critical problems, and maintaining oversight of IT development, testing and implementation of new systems.
Responsibilities
  • Develop project plans that consider all necessary activities including but not limited to those related to information systems, business processes, communication with internal and external stakeholders, documentation, training, and contingency planning.
  • Effectively coordinate project participants with a positive and collaborative leadership style.
  • Assist in the development of RFP (request for proposal) and related documents for proposed vendor managed work.
  • Assist in the design and performing of analytical studies of systemic and project-related decisions to assess the cost, efficiency, and effectiveness of project implementation approach.
  • Manage the project against the plan, coordinate internal and vendor managed tasks, communicate effectively with all stakeholders and participants, identify risks and mitigation plans, and alert management as needed to escalate issues.
  • Advise and collaborate with the program(s) on issues, diagnostic methods and potential solutions to problems and concerns.
  • Ensure delivery on project milestones and deliverables.
  • Participate in user acceptance testing and coordinating testing results with internal and external stakeholders.
  • Brief Leadership on progress, risks, and recommendations.
  • Support the preparation of issue papers and reports for the Board of Directors and the FCC.
  • Assist in the development and interpretation of IT policies, procedures and strategies governing the planning and delivery of IT services. Work closely with USAC's IT security team to manage and mitigate/remediate issues and risk.
  • Act as the liaison between management and outside vendors regarding major IT projects.
  • Other duties as assigned.
About You
The successful candidate will excel at operating in a diverse and fluid environment and will be crucial for the success of the High Cost.
  • Bachelor Degree and/or relevant technical training with no preferred certification.
  • Three (3) to Four (4) years of directly related experience
  • Experience in managing large-scale IT projects.
  • Experience with change management and business process re-engineering
  • Ability to work independently, but also collaborate and work across other departments as needed.
  • Experience in reviewing and creating effective technical documents and project plans.
  • Excellent written and verbal communication skills.
  • Knowledge of project management and information technology specialty areas (e.g., application systems design, database management, computer equipment, software, and systems).
  • Knowledge and experience working in federal or state government, consulting or leading IT contracted development for large-scale IT implementation projects.
  • Knowledge and expertise with USAC's programs or other large federal benefit programs, or experience working with entities that participate in such programs.
  • Substantial experience with project management concepts and project management/process modeling software (MS Project, Visio, or equivalent).
