Duties

This position is located in the Engineering and Operations Section (EOS), Technology Directorate (TD) of the Executive Office (EXO). The EXO delivers the professional management services that power Division's people and mission. Within EXO, EOS is responsible for enterprise-wide network operations and system administration; technology asset management; telecommunications management; and Information Technology (IT) services and help desk operations.
As an Information Technology Specialist (Data Architect), your responsibilities will include, but are not limited to:

  • Creates and matures an Enterprise Data Management (EDM) capability ensuring the workforce can securely access mission-critical information that is extracted from structured and unstructured data and is made available anywhere, anytime, and on any device.
  • Drives continuous improvement by governing and managing data as a strategic asset in compliance with legal and regulatory mandates; developing metrics and reporting on organizational performance.
  • Oversees the data investment portfolio and is responsible for strategically optimizing this portfolio in alignment with enterprise strategy, goals, and objectives.
  • Performs data management assessment that identifies gaps in the current and desired future states and recommends comprehensive solutions that support enterprise transformation and maturity.
  • Develops and implements data intelligence, storage prediction and pre-allocation, and machine learning processes wherever they provide value.
  • Oversees an investment portfolio, with responsibility for optimizing and aligning the portfolio with enterprise strategy, goals, and objectives.
  • Creates, governs, and matures a secure scalable enterprise data management framework, reference architecture, common data vocabulary, and other supporting governance that aligns with enterprise architecture and accepted best practices.
  • Authors and evaluates technical approaches for satisfying project and initiative requirements and creates and maintains a scalable data strategy in compliance with federal government requirements and with industry best practices.
  • Develops and executes a data management and governance road map to design, implement, and oversee transition to newly developed architectures and data solutions.

  • This is a full-time, permanent appointment in the competitive service, subject to a one-year probationary period in accordance with 5 CFR 315.801.

Qualifications

To qualify for the position of Information Technology Specialist (Data Architect), you must meet the Basic Qualification Requirements AND possess the required Specialized Experience specific to the series and grade listed below. This experience must be identified in your resume.
Basic Requirements:
  • Attention to Detail - Is thorough when planning, developing, and carrying out vital tasks in managing IT projects and other IT business functions:
  • Customer Service - Provides professional support, technical assistance, consultation and training:
  • Oral Communication -Expresses highly technical information (i.e., ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information: and,
  • Problem Solving - Conducts extensive investigation and analysis to determine the nature and scope of problems and devise solutions.
Specialized Experience:
GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 grade level in the Federal service that includes the following duties:
  • Overseeing the data investment portfolio with responsibility for strategically optimizing this portfolio in alignment with enterprise strategy, goals, and objectives;
  • Overseeing the process of linking major agency IT initiatives and the Federal Enterprise Architecture framework to support the agency's enterprise architecture plan;
  • Creating and maintaining a scalable data strategy in compliance with federal government requirements;
  • Developing and executing a data management and governance road map to design, implement, and oversee transition to newly developed architectures and data solutions; and,
  • Planning, implementing, and managing problem management systems designed to effectively recognize, report, track, and resolve problems; and evaluate the feasibility of developing and adapting new methods to enhance customer satisfaction.
