Duties

This is a Direct Hire Public Notice, under this recruitment, applications will be accepted for each location and/or installation identified in this Public Notice and selections are made for vacancies as they occur. There may or may not be actual/projected vacancies at the time you submit your application.

This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.

Incumbents typical work assignments may include the following:

  • Exercises overall responsibility for planning and implementing projects and programs and advising the team lead for the F&RM portfolio, the Director for RPI, and senior leadership on a wide range of management, functional, and operational subjects.
  • Analyzes and coordinates Resource Management Decisions (RMDs)/Program Decision Memorandum (PDM) to ensure that all programmatic and resource impacts are identified.
  • Manages and oversees the data and budgetary resources entered into the Defense Agencies Initiative (DAI), as well as any other budgetary or manpower systems as assigned/required by the nature of the account.
  • Serves as a subject matter expert (SME) in the area of budget formulation, the incumbent prepares, develops, and submits all budgetary exhibits and electronic information consistent with the Financial Management Regulation (FMR), OMB guidance, OUSD(C) guidance and other policies/guidance for the Program Budget Objective Memorandum (POM), Budget Estimate Submission (BES) and President's Budget (PB) submission.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience in:
  • Experience performing in-depth analysis of the budgetary and financial aspects of agencies' on-going operations.
  • Experience utilizing Planning, Programming and Budgeting and Execution System (PPBES) or similar system.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
