CSA is seeking a Budget Analyst, Journeyman in Arlington, VA. This position is contingent upon award.

Responsibilities

  • This position will be a key member of the Army National Guard (ARNG) Distributed Learning Program (DLP) team. Duties include:
  • Principal Financial Analyst supporting the ARNG DLP in the office of the Training Division, ARNG G-3.
  • Coordinate DLP financial positions, requirements, and actions with staff elements within the ARNG Directorate, staff elements within the Training Division, and selected staff members in the States.
  • Develop and submit requirements for Program Objective Memorandum (POM) cycles for Management Decision Packages (MDEPs).
  • Develop requirements and implement funding for the DLP throughout all phases of the S. Army Planning, Programming, Budgeting, and Execution System (PPBES) process.
  • Utilizes Army General Fund Enterprise Business System (GFEBS) to monitor the execution of Program funds annually.
  • Review and interpret budget guidance and policies.
  • Prepare spending forecasts and manage allocation of funds to match anticipated requirements.
  • Prepare and submit documents, and initiate and monitor actions, to implement the financial functions of the DLP throughout the programming, budgeting, and execution processes, including the preparation of Unfinanced Requirements (UFRs) for presentation at meetings of the Program Budget Advisory Committee (PBAC).
  • Inform key members of the ARNG staff to promptly identify, prepare, and execute financial documents and actions for the DLP.
  • Provide DLP leaders with analysis of program trends and activities to apply corrective actions and project future requirements.
  • Plan and execute the collection, review, editing, and preparation of financial information about the DLP for use at Headquarters, Department of the Army (HQDA) semi-annual Program Management Reviews.
  • Process Funding Authorization Documents (FADs) to fund State DLP activities nationwide.
  • Prepare and process annual Program Management Reviews (PMRs) for State DLP Cooperative Agreement (CA) resource requirements.
  • Review and process CA annual modifications and closeouts to include reconciliation of funding obligations and Office of Primary Responsibility (OPR) responses.
  • Prepare instructions to clarify and respond to inquiries from the States about Program Management Office (PMO) and State obligations and responsibilities in the execution of CAs.
  • Maintain CA status metrics with State processing and progress against execution and reporting requirements.
Qualifications
  • Education:
  • Bachelor’s degree in Accounting, Business Administration, Finance, or related field of study is required. Additional four (4) years of job-related experience may be substituted for education requirement.
  • Experience:
  • Minimum of five (5) years of experience as a Budget Analyst is required to include knowledge of the U.S. Army PPBE, U.S. Army programs and budgets, NG MCA and the process for administering modifications to the MCA, Utilize the U.S. Army Program Optimization and Budget Execution data management system, Utilize the U.S. Army GFEBS, Utilize the Army Portfolio Management Solution (APMS), Utilize the Defense Logistics Agency’s Wide Area Workflow Invoicing, Receipt, Acceptance, and Property Transfer module, and Utilize the U.S. Army Resource Management Online system.
  • Secret Clearance Required
