Job Summary

This position provides fiscal guidance and oversight to 17 PEM’s, managing 27 programs. Provides critical support to the AQR Budget Analyst civilian (on-deep) position and assists in managing the AQR financial portfolio and Lines of Effort for Science and Technology Programs.

Essential Functions/ PWS Requirement

1. Analyzing and developing recommendations and reports on the financial and budgeting aspects of the programs.

2. Tracking program cost and funding data through the PPBE cycles, review and interpret programmatic data, and prepare cost- related inputs for required reports.

3. Performing analyses of program funding for all PPBE phases and other budget exercises.

4. Tracking and assessing resource allocation options and identify possible impacts of proposed funding positions.

5. Researching and analyzing program funding and execution trends data from sources such as the EVMS and identify issues, recommend solutions. Recommend changes to funding documentation to ensure standardization and compliance with requirements.

6. Utilizing Air Force financial software, automated databases, standard office application software, and database tools. (ABIDES, Program & Budget Enterprise System (PBES), ASARS, AFM, CRIS, IDECS, Microsoft Office Suite).

7. Updating data in Air Force budget and execution plan preparation databases.

8. Tracking and researching financial regulations and policies. Analyze budgeting and financial processes associated with Air Force PPBE.

9. Developing recommendations on budgeting and financial process improvement.

10. Reviewing budget documentation material.

11. Supporting LCC and other program cost-estimating efforts including disseminating information for international partners and FMS.

12. Any other tasks closely associated with the performance of duties list above and as coordinated with the COR.

Required Skills, Certifications & Qualifications

Clearance:

• Current Secret Security Clearance

Civilian Education:

• Master of Arts/Master of Science (MA/MS)

• Bachelor’s degree plus 8 years relevant work experience may be substituted in lieu of MA/MS degree

Experience:

• 10 years’ experience

Possess a strong understanding and expertise in the Air Force Acquisition and PPBE process.

Desired Skills, Certifications & Qualifications

• US Military Educational Level (MEL) IV, Command and General Staff College or equivalent
