US Federal Communications Commission is Hiring a Deputy Managing Director Near Washington, DC

Duties

As Deputy Managing Director, the incumbent will:

  • Serve as a principal advisor to the Managing Director on legal, policy, and financial matters of pertaining to the operation, budget, personnel and general administration of the Commission.
  • Represent the Managing Director and the office in dealings with the Chairwoman, Commissioners and Commission officials as well as external agencies in both the public and private sectors.
  • Participate in providing managerial leadership, direction and coordination in assigned functional areas of the Office of the Managing Director, which include Financial Operations, Administrative Operations, Human Resources, Performance Evaluation and Records Management, Information Technology, Contracting and Procurement, and the Commission’s Secretary.
  • Determine actions that can be taken to improve efficiency, accountability, customer service and financial management of the Commission.
  • Assist and participate actively in formulating and executing management and administrative policies and programs for the Commission, including such areas as management planning, program and performance evaluation; management improvement and paperwork reduction; information planning and management; organizational planning; budget preparation and execution; personnel and position management; labor-management relations; financial management; procurement; administrative services and support; personnel and physical security.
  • Review programs and procedures of the Commission and makes recommendations to the Managing Director as appropriate to administer the Communications Act more effectively in the public interest and as consistent with law.
  • Assist and advise the Managing Director, Bureau and Office chiefs in assessing the management, administrative and resource implications of Commission policies and initiatives.
  • Advise and submit recommendations to the Managing Director, Bureau and Office Chiefs and directly to the Chairwoman and Commissioners and the Chief of Staff regarding these matters, including revision in Commission priorities, resource and position allocations, management and administrative systems, and other related subjects.

Qualifications

Applicants must provide detailed evidence of possession of each of the Executive Core Qualifications and Mandatory Technical Competencies listed below to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. FAILURE TO MEET OR ADDRESS ANY ONE OF THE MANDATORY TECHNICAL OR EXECUTIVE CORE QUALIFICATION STANDARDS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.
The following competencies are the foundation for success in each of the Executive Core Qualifications (ECQs) listed below: Interpersonal Skills; Oral Communication; Integrity/Honesty; Written Communication; Continual Learning; and Public Service Motivation. These Fundamental Competencies are cross-cutting and should be addressed over the course of your ECQ narratives. For more information, refer to the OPM Guide to Senior Executive Service (SES) Executive Core Qualifications available on-line at: OPM SES ECQ Guide. Leadership competencies associated with ECQ should be addressed in the narrative associated with the ECQ.

NOTE: Those applicants currently serving under a career Senior Executive Service appointment, who are eligible for reinstatement into the Senior Executive Service, or who have successfully completed a Senior Executive Service Candidate Development Program approved by OPM, need not submit a narrative statement covering each of the Executive Core Qualifications. However, those applicants must address the following Mandatory Technical Competencies.
MANDATORY TECHNICAL COMPETENCIES: All candidates must submit a narrative statement (as reflected in your answers to the Vacancy Questions or upload as a separate document) addressing each of the following Technical Competencies.

  • Experience that demonstrates the ability to provide guidance and counsel to top executive management of an organization with respect to policy, program and management issues and compliance with the laws, guidelines, and directives that govern the agency’s operations, contracts, procurement, budgetary, information technology, and human resources functions.
  • Experience that demonstrates skill in leading the development, coordination, and implementation of comprehensive policies and programs that accomplish strategic agency goals and objectives.
  • Experience that demonstrates knowledge of planning and program evaluation; spending and cost control management; organizational planning; budget planning preparation, execution and oversight; personnel and position management; labor-management relations; administrative services and support; financial management; and oversight of contracting and acquisitions as well as their interrelationships in order to provide overall direction, develop policy, and coordinate programs.
  • Knowledge of the federal statutes, regulations and policies governing the following: personnel and human resources management; strategic planning and program performance evaluation; management improvement and paperwork reduction; budget preparation and justification; financial management and procurement; and administrative services and support.
  • Experience that demonstrates the ability to communicate and coordinate with external or public entities, including other government agencies, on the development, execution, and oversight of agency programs.

Education

Applicants must meet the minimum basic educational requirements for Attorney positions. Applicants must possess a law degree (J.D. or LL.B) from a law school accredited by the American Bar Association and be a member of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico, or a federal court of general jurisdiction. Proof of law degree and bar membership must be submitted with the application.
