US Federal Aviation Administration is Hiring a Program Specialist (Security Solutions) Near Washington, DC

Duties

Incumbent is recognized as a subject matter expert in the application of security solutions. Provides leadership for highly complex and challenging activities under the minimal direction of the manager. Serves as a Program Manager for ASH security applications and security solutions. Administers and manages security systems and security solutions for major ASH programs including Facility Security, Personnel Security and ID Media, Investigations, Hazardous Materials Safety, and Business Services and Mission Support. Works with internal ASH customers, internal agency stakeholders, vendors, and contract support personnel to support ASH systems.

Manages projects and provides technical oversight to contractors providing ASH program support services. Technical work performed includes, but not limited to, analysis, design, testing, training, implementation, documentation, maintenance, enhancements, modifications, and problem triage and resolution necessary to host, administer, monitor and manage ASH security application systems.

Oversees the usage and maintenance of legacy ASH web applications and databases that operate on Microsoft and Linux based technologies and tools and are hosted in the FAA Enterprise Service Center. Leads the migration of legacy ASH applications so that they can be migrated to FAA Cloud Services using Amazon or Microsoft cloud solutions. Ensures that the Commercial-Off-the-Shelf (COTS) products used to support ASH Identity Management System and case management systems are fully functional. Ensures compliance with NIST and FAA policies and guidelines for information security and privacy.

Researches new and emerging technologies for cloud services, robotics process automation, low code technologies, and enterprise information management. Evaluates off-the-shelf software to improve ASH systems, ability to integrate with FAA cloud services, costs, risks and vulnerabilities, and make recommendations.

Keeps the Branch Manager and Division Manager informed of overall program progress and unusual or potentially controversial issues and proposed approaches to address and resolve those issues. Work performance is reviewed periodically through status reports and organizational performance measures.

Works with ASH program offices, managers, and security specialists to assess their needs, and is committed to providing quality products and services.

Perform other duties as assigned.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization.

SPECIALIZED EXPERIENCE IS DEFINED AS:

  • Serving as Project Manager, Subject matter expert, Team lead or major contributing member responsible for administering and managing web-enabled applications/systems using relational databases with Microsoft and Linux based technologies and tools
  • Maintaining responsibility for all phases of project management

  • Supporting cloud applications using Amazon or Microsoft cloud solutions

  • Maintaining Card Management Systems COTS product or supporting case management COTS product built with low code technology

QUALITY RANKING FACTOR (QRF): A well-qualified candidate will have experience supporting cloud applications for federal agency customers and demonstrated experience administering and managing secure, web-enabled applications/systems using relational databases with Microsoft and Linux based technologies and tools.
