US Judicial Branch - Agency Wide is Hiring a Program Specialist Near Washington, DC

Duties

The duties and responsibilities of this position include program support and web-development.

The incumbent's program-related tasks include:

  • Reviewing requests for technical assistance.
  • Helping to plan and implement IO programs held in the US, abroad, and virtually.
  • Responding to queries from US judges and foreign judiciaries.
  • Serving as first line of support for visiting scholars.
  • Liaising with staff from the Administrative Office of the US Courts and other US government agencies.
  • Representing IO, by designation, in meetings.
  • Drafting correspondence, memoranda, and reports.
  • Formatting PowerPoint presentations and program materials.
The incumbent's responsibilities also involve the IO website on comparative judicial practice, Judiciaries Worldwide (JW). This includes formatting written material as webpages, creating graphics, and developing interactive elements for the site (with assistance from the Center's Information Technology Office, as needed). The incumbent may research and draft new content for the site and review and edit pieces created by others.

Specific JW duties include:
  • Consulting with the IO Director and contributors on content editing, graphics development, and web design.
  • Designing and revising graphics and web pages.
  • Posting approved content and graphics in a timely manner.
  • Maintaining the site through page updates (graphics, text, layout) and managing submissions.

Qualifications

MANDATORY QUALIFICATIONS:
  • Bachelor's degree in international affairs, political science, history, or a related subject area.
  • Strong Microsoft Office Skills (specifically PowerPoint, Word, and Excel).
  • Demonstrated ability to conduct research and write clearly and concisely.
  • Skills in Adobe Creative Cloud (Photoshop, Illustrator, etc.).
  • Skills and prior experience with HTML.
  • Experience with videoconferencing applications such as Microsoft Teams and Zoom.
  • Aptitude for working on a variety of assignments under time constraints.
  • Commitment to ensuring deadlines are met and delivering quality media consistent with FJC guidelines.
  • Attention to detail and accuracy.
  • Ability to work collaboratively and independently.
  • Self-initiative and desire for continuing professional growth.
DESIRABLE QUALIFICATIONS:
  • Strong interest in judicial administration, international studies, and rule of law.
  • Aptitude for engaging with new and innovative web-tools and designs (e.g., Tableau, Adobe Creative Suite, Drupal).
  • Portfolio demonstrating a variety of media, preferably including informational materials.
  • Familiarity with presentation software such as Mentimeter.

Education

Bachelor's degree in international affairs, political science, history, or a related subject area.

Additional information

This is a term, one-year position with the possibility of extension at the Center's discretion. The starting salary is set at $62,120 (includes 2024 D.C. locality). This position falls in the Center's pay band 3, which has a salary range up to $116,459. For a successful candidate not currently a member of the Center staff, a higher starting salary, not to exceed $65,226 (includes 2024 D.C. locality) may be considered if the candidate furnishes proof that their current salary falls above the pay band 3 minimum salary of $62,120 (includes 2024 D.C. locality), in which case the Center would match that salary up to the starting salary limit of $65,226 (includes 2024 D.C. locality). This is the maximum starting salary, and it is non-negotiable. In addition, a successful candidate who does not live within the D.C. locality region or work at the official duty station in Washington, D.C. 16 or more work hours per pay period will not receive D.C. region locality pay and will receive the locality pay of their place of primary residence (telework site). If a successful internal candidate's salary falls above the range minimum, the salary will be matched up to their current salary.

Federal government benefits are applicable. An array of supplemental benefits is also offered, including a transportation subsidy and a flexible benefit program allowing for pre-tax deductions for health insurance, health care, dependent care, and commuter expenses. The FJC is located in the Thurgood Marshall Building, conveniently situated to public transportation directly beside Union Station. The Marshall Building houses a child development center, a health fitness facility, and a cafeteria for its tenants.

The Federal Judicial Center offers a range of telework and flexible work schedule options based on the employee's position categorization. When business needs arise, all Center employees are required to work at the official duty station in Washington, D.C., or at a temporary duty station. The Center does not pay for relocation expenses; however, Center employees receive reimbursement for all official business travel.

This position does not carry the tenure rights of positions in the competitive civil service.
