US Administrative Office of the U.S. Courts is Hiring an Information Technology Specialist (Policy and Planning) Near Washington, DC

Duties

The Information Technology Specialist (Asset Manager) position will report to Sr. Product Manager in the Federal Judiciary Digital Services Division under the Case Management Systems Office (CMSO). CMSO is under the Department of Program Services, and it is responsible for developing and maintaining case management and related systems for federal appellate, district, and bankruptcy court judges and staff, probation and pretrial services officers, federal defenders, and external stakeholders. The Asset Manager provides expertise on Software Asset Management life cycle, including analyzing and redesigning Software Asset Management process, software requests, license pooling/checks, deployment, and retirement. The incumbent works closely with other offices within the Administrative Office (AO), specifically offices within the Department Technology Services, which is responsible for enterprise-wide technology across the Judiciary and the procurement management division in the Department of Administrative Services.
The duties of the position may include, but are not limited to:

  • Providing software asset management to include licenses, contracts, software licensing agreements, software inventory management, supporting license usage, modeling, optimization. Providing software procurement support.
  • Using of contracting, financial, and asset management tools to support software licensing procurement, inventory, and usage.
  • Overseeing the daily and long-term strategic management of software and technology related hardware within the organization.
  • Developing and implementing procedures for tracking agency assets to oversee quality control throughout their lifecycles.
  • Working with senior management and vendor management functions to review technology resources (hardware/software), expenses, and vendor purchase agreements. Planning, monitoring, and recording software and/or hardware licenses to ensure compliance with vendor contracts.
  • Assisting procurement, financial, and legal departments in analyzing budgets, proposals, and vendor contracts for acquisition, monitoring, and compliance of hardware/software assets.
  • Working with IT management and procurement team to optimize software licensing agreements, identifying potential savings areas, managing software product contracts, and creating automated processes to facilitate software procurement/deployment.
  • Overseeing development and maintenance of tracking system for all hardware/software assets to maintain an accurate inventory and accounting of all assets and their components. Establishing procedures for determining hardware and software system requirements.
  • Reviewing and approving Software License Management processes and procedures. Maintaining software standards, validating product lists, and maintenance contracts within the asset management database.
  • Coordinating software license and maintenance agreement reviews. Managing life cycle of software assets from identification, requisition, ordering, inventory, installation, maintenance to disposal.
  • Identifying, documenting, and reporting license compliance issues by Government end-users and recommend solutions to resolve issues. Providing reports of asset management audit results and upon Government approval, implementing asset management remediation plan for asset management deficiencies.
  • Providing inquiry and reporting access into the asset management system for all assets and inputting, maintaining, updating, tracking, and reporting on all assets throughout the asset life cycle.
  • Maintaining the accuracy of the data in the Asset Management System according to service level agreements. Updating asset records related to all approved Change activities.
  • Performing software license management that supports mission generated requirements and maximizes cost savings to the Government.

  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.
Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in providing software asset management for licenses, contracts, software licensing agreements, software inventory management, supporting license usage, modeling, optimization; and having hands on experience with contracting, financial, and asset management tools to support software licensing procurement, inventory, and usage.
