DEPARTMENT OVERVIEWFinancial Accounting provides numerous systemwide support functions, including financial management and reporting in connection with employee benefits, debts, federal and other extramurally funded projects, endowment funds, and campus foundations. We oversee financial accounting policy, initiate changes to the Payroll/Personnel System, and develop systemwide policy and procedures regarding payroll, disbursements and tax matters. For UCOP, we operate the shared administrative services center.
POSITION SUMMARYProvides strategic business analysis services to business partners at the locations, medical centers, and UC Path Center. Works closely with the system-wide and local business units to gain in-depth understanding of customer's business needs and the context in which the business operates. Responsible for reviewing assigned business processes from end-to-end to identify and address operational, financial and technological risks. Identify opportunities to improve efficiency. Responsibilities will include a full range of activities from leading small to mid-size projects to assisting other project managers on larger more complex projects related to operational business functions that affect team members and providers at both the system-wide and local levels. Provide support to the technical and business teams to define application requirements, including researching, associating, and translating industry best practices and regulations into System-wide requirements.

Apply technical expertise and business system analysis concepts to identify, evaluate and define complex systems scope and objectives with an understanding of applicable business practices, processes, systems and industry standards to meet end-user needs. Conduct root cause analysis to systematically identify the root cause of a technical problem or defect and define an approach for dealing with it.

Provide technical expertise in identifying, evaluating and developing complex systems and procedures. Create specifications for systems to meet end-user requirements. Involved in developing complex user interface designs. Assist with the development of system design documents and execution plans. Plan and execute unit integration and acceptance testing. Participate in cross-functional teams to address complex business or systems issues. Assist with requirements elicitation sessions and manage requirements throughout the life cycle of projects.

Gather, analyze, prepare and summarize recommendations for approval of business process and procedural documentation. Meet with COE, UCPath Center, and location stakeholders to prioritize as needed. Negotiates with stakeholders on the creation of specifications. Serve as the COE liaison with internal and external technical resources.

Gathers, analyzes, prepares and summarizes business and user needs, documenting requirements and revising existing system and process logic issues as necessary. Provides support and training on new applications. Work closely with the technical and business teams to develop test cases, test plans, and acceptance criteria and coordinates product testing activities. Apply problem-solving skills to uncover relationships between symptoms and causes of a problem in order to identify viable solutions. Guides and advises less-experienced Business Systems Analysts.

Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Plans, organizes and schedules activities to meet objectives. Ensures that these are well-documented and communicated to project personnel. Evaluates, recommends and implements procedures for data acquisition, management and quality control.
Required Qualifications
- Thorough knowledge of business and process analysis functions.
- Thorough Knowledge of related areas of IT.
- Strong skills and knowledge of methodologies associated with analysis of processes and problems, information flow and architecture.
- In-depth understanding and skill in process and systems requirement documentation standards, such as Use Case modeling, User Story creations and narrative description.
- Demonstrated ability to work with others from diverse backgrounds.
- Self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem solving skills.
- Broad knowledge relating to software design.
- Thorough knowledge of business processes and procedures.
- Demonstrated testing and test planning skills.
- Demonstrated effective communication and interpersonal skills. Demonstrated ability to communicate technical information to technical and non-technical personnel at various levels in the organization. Interpersonal and communications skills to work with both technical and non-technical personnel at various levels in the organization.
Education
- Bachelor's degree in related area and minimum three years and / or equivalent experience / training.
SALARY AND BENEFITSSalary: $89,000 - $105,000
