Information Systems is looking for an IT Business Analyst/Project Manager to manage technical projects, analyze business requirements, and coordinate the direction, planning and activities necessary for successful project implementation in the Behaviorial Health Department. This includes providing business analysis and program management services as well as technical, functional, and best practice implementation advice to enhance the system and maintain the implementation timeline.

Job Description:

We are looking for an individual that is innovative, resourceful, and reliable, making the most impact with the least amount of resources. The candidate will work closely with the vendor to provide overall leadership and direction on the implementation of a Electronic Health Record (EHR) system, maintenance and enhancement of a Billing and Claims Processing, Managed Care System, and other technical projects in Behavioral Healthcare environment. The candidate will also be responsible for integration of applications with existing county systems and resolving issues concerning business requirements, system workflows, data quality, resources, budget, and end user satisfaction, and ensures the overall success of the project. Works closely with the vendor and project team to determine Software Configuration decisions to help facilitate application configuration activities. Coordinates internal project communication at the County among the project team and outward to the end-users. Actively participates in Change Management Initiatives to build awareness and enthusiasm for implementation.

The candidate should have experience with system administration and business analysis experience involving study, review and close coordination of customer service information needs while understanding and adhering to established business rules and practices. Also include experience analyzing and monitoring enterprise business processing activities.

Additionally, the IT Business Analyst/Project Manager is required to help coordinate Request for Information (RFI) and Request for Proposal (RFP) responses when appropriate and work closely with Subject Matter Experts to ensure meeting RFI/RFP requirements on schedule.

Qualifications/Requirements:

· Minimum 1 year project management experience.

· Minimum 2 years Application Analyst experience.

· EHR and/or Behaviorial Healthcare Billing application administration experience is a plus.

· Experience with SQL is a plus.

· Ability to maintain and develop adherence to State and Federal program requirements.

· Ambition to learn and grow your skills.

· Ability to learn new technologies for implementation.

· Ability to troubleshoot and find solutions to difficult problems, including cross platform issues.

· Ability to communicate effectively in various settings (e.g. in person or virtual meetings, by email, chat, or voice) with stakeholders and cross functional teams.

· Possession of a Bachelor’s degree in a technical major.

· Leadership experience with complex system implementation projects.

· Experience with implementation of process improvement initiatives.

· Proficient with project management and business requirements practices, tools, and methodology with specific experience in healthcare a plus.

· Expertise in documenting business requirements, system design, and workflow diagrams.

· Strong knowledge of services and technologies used in behavioral health environment.

· Excellent interpersonal skills, ability to develop important relationships with customers and key stakeholders, good conflict management skills.

· High degree of flexibility, adapting to the organization’s priorities.

· Results and detail-oriented; self-motivated.

· Systems Implementation experience preferred, but not required.

Ideal Candidate Characteristics:

· Leverage project management and program management expertise, technical and functional experience to advise on implementation plan.

· Successfully monitor and manage each stage of the implementation lifecycle for behavioral health practices.

· Work directly with vendor and county project teams to ensure clear communications, accurate requirements, and efficient delivery of work product between vendor and county.

· Proactively lead the implementation lifecycle, collaborating with business and IT teams to ensure efficient coordination of all implementation activities and deliverables.

· Supervises technical and professional staff involved in the development and implementation of Behavioral Health information systems.

· Apply strategic thinking to successfully lead development of requirements and workflow processes using best practices and defining success metrics.

· Collaborate with Executives, key stakeholders and process owners to identify feature requirements, timelines, deliverables, and success criteria.

· Facilitate and lead meetings, requirements analysis, system design decisions, training program structure and system support as needed.

· Provide escalated issue analysis and resolution.

· Develop business process and product subject matter expertise, and maintain an in-depth understanding of workflows, forms, reporting tools and components, as well as the business process and technology needs of the healthcare providers we serve.

· Communicate, document, and archive project team activities and decisions

· Coordinate internal resources to ensure issue resolution.

· Identify, assess and minimize project risks.

· Utilize independent thought and judgment to identify, analyze and resolve problems as they arise

· Be the point person internally and with vendor throughout the implementation engagement.

Education Requirements:

Graduated from an accredited four-year college or university with a major in Computer Science, Statistics, Data Science, Information Systems, Business, or another related field and at least 2 years of experience in a business analyst role and 1 year experience in technical project management role.

Job Duration: Temporary with potential to become Regular Full-time

Schedule: Monday to Friday from 8:00 AM-5:00 PM, (Evenings or weekends as needed)
