Position Summary
: Tigua Technologies is currently in search of an accomplished Project Manager to strengthen our Time Service, Earth Orientation, and Astrometry programs. Be a part of our mission to enhance process control and elevate project administration at USNO. This presents a distinctive occasion to contribute to vital programs that form the foundation for diverse scientific and operational endeavors. The Project Manager actively leads the conceptualization phase of recently assigned projects and oversees the organization, scheduling, and implementation processes.

Summary: This role plays a pivotal part in facilitating comprehensive on-site management coordination. As the key point of contact with the Government, you will oversee the execution of all specified task orders. Your responsibilities encompass ensuring all team members are well-informed about essential contractual provisions, delegating tasks, collaborating with contractors and Government personnel, and guaranteeing the punctual fulfillment and submission of all contractual commitments. Work Location: On-Site Washington, DC.

Role and Responsibilities:

  • Produce technical reports detailing system maintenance actions and formulate procurement packages for these activities.
  • Engage with and provide dedicated customer support to various departments within USNO.
  • Advocate for and actively contribute to the implementation of policies designed to facilitate issue resolution.
  • Obtain access to and retrieve relevant data from diverse government tracking systems.
  • Develop clear timelines and standardized procedures to guide the execution of short-term maintenance programs for Precise Time, Earth Orientation, or Astrometry, and proficiently oversee closure procedures.
  • Research, assess, and implement innovative policies and procedures that govern the requirements for reporting, customer engagement, and timelines/procedures.
  • Monitor both ad hoc and formal deliverables associated with ongoing projects related to Precise Time, Earth Orientation, and Astrometry.
  • A qualified candidate should Engage in project status reviews, technical writing, managing procurement packages, monitoring, and analyzing budgets, and conducting project status assessments.
  • Contribute to project milestone support and related information management and control.
  • Formulate objectives and align plans with project goals.

Qualifications and Education Requirements:

  • Bachelor’s degree, ideally with college-level coursework in physical sciences such as physics, astronomy, or mathematics.
  • Minimum of 6 years in a project management role relevant to supporting the DoD, this position necessitates substantial expertise.
  • Proficiency in collaborative teamwork.
  • Active Secret clearance.
  • Exceptional verbal and written communication skills, self-motivation, and adaptability.
  • Profound computer and technology acumen.
  • Mastery of Microsoft Office Suite, including Word, PowerPoint, and Excel.
  • Successful completion of a drug screening.
  • Capability to travel roughly 25% of the year.
  • Submission of an Employment and Financial Interest Statement is obligatory.
  • Completion of a National Agency Check with Inquiries (NACI) is necessary.

Additional Qualifications:

  • PMP Certification.
  • Awareness of US Naval Observatory.
  • Demonstrated expertise in overseeing high-value budgets.
  • Understanding of the benefits of Federal contracting with minority-owned and financially disadvantaged entities, particularly 8(a).
  • Equivalent work experience will be considered in lieu of formal education.
