The State of New Hampshire, Department of Education, Division of Learner Support & Bureau of Instructional Support has a part-time vacancy for a Covid-19 Program Specialist.

18 Months of additional relevant experience = Associate's degree

36 Months of additional relevant experience = Bachelor's degree

54 Months of additional relevant experience = Master's degree

Scope of Work: Evaluates and supports work procedures and plans the development and modification projects corresponding to grants used to relieve Coronavirus-induced burdens in public and non-public schools. Provides technical assistance and monitoring to local school districts and community based organizations when implementing these programs. Collect and analyze data required for federal reporting.

Grants include the:

  • Coronavirus Aid, Relief, and Economic Security Act Elementary and Secondary School Emergency Relief Fund I (ESSER I)
  • Coronavirus Aid, Relief, and Economic Security Act, Governor’s Emergency Education Relief Fund (GEER I)
  • Coronavirus Response and Relief Supplemental Appropriations Act, Elementary and Secondary School Emergency Relief Fund II (ESSER II)
  • Coronavirus Aid, Relief, and Economic Security Act, Governor’s Emergency Education Relief Fund (GEER II)
  • Coronavirus Response and Relief Supplemental Appropriations Act, Emergency Assistance to Non-Public Schools (EANS)

ACCOUNTABILITIES:

Evaluates, monitors, and provides training and technical assistance to ESSER I, GEER I, ESSER II, GEER II and / or EANS grant recipients to ensure compliance with federal and state regulations using the Grants Management System, ClassWallet, and Federal database(s).

Plans and monitors program performance measures, reviews performance reports, monitors desk activities, and manages follow-up as required by federal regulations.

Reviews, modifies, and implements policies and procedures for the ESSER I, GEER I, ESSER II, GEER II and / or EANS grants, including the preparation and review of grant applications, grant modifications, and program monitoring metrics.

Compiles and analyzes statistical data necessary for state and federal reporting and disseminates information as requested by United States Department of Education and the New Hampshire Department of Education.

Plans and monitors the development and review of tutorials for ESSER I, GEER I, ESSER II, GEER II and / or EANS, meetings, and activities with sub-grantees, public and private agencies.

Initiates, assembles and presents materials for use in the development of improved ESSER I, GEER I, ESSER II, GEER II and / or EANS grant project objectives in conjunction with local education agencies and non-profits.

Meets, corresponds, and communicates with officials from local education agencies, other eligible recipients and Bureau staff to respond to questions regarding procedural information on the Grants Management System as well as policies, application procedures, and requirements deemed necessary by management.

Serves as a resource and support for public and non-public agencies within New Hampshire.

MINIMUM QUALIFICATIONS:

Education: Master’s degree from a recognized college or university with major study in education, business, social service, community development, law or related field required. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Four years professional experience in education, business, human resources, grants management, social service, or related field, with responsibilities in program research, planning, monitoring and evaluation.

OR

Education: Bachelor’s degree from a recognized college or university with major study in education, business, social

services, human resources, community development or related field required.

Experience: Five years professional experience in education, business, grants management, social service, human resources, or related field, with responsibilities in program research, planning, monitoring and evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid driver’s license and/or access to transportation for use in statewide travel.

SPECIAL REQUIREMENTS: Attends state and national conferences, as deemed necessary by management.
