The State of New Hampshire, Department of Environmental Services, Commissioner's Office, Administrative Services Unit has a full time vacancy for an Accountant.
Summary: Plans and coordinates accounting, financial reporting and internal control activities including the development and interpretation of policies and the supervision of the technical aspects of accounting services within the Administrative Services Unit, Grants Management Section.

MINIMUM QUALIFICATIONS:
Education: Bachelor's degree from a recognized college or university with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience: Four years' experience in accounting or auditing work, two years of which must have been in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: None required.
PREFERRED WORK TRAITS: Thorough knowledge of the principles of accounting and of the application of accounting principles and techniques to state accounting and budgeting operations. Ability to plan, assign, review, and supervise the work of a staff of professional and non-professional employees. Ability to evaluate, develop and institute new accounting processes, records, procedures, and controls. Ability to train and provide guidance to professional accountants. Ability to establish and maintain effective and harmonious working relationships with employees, governmental officials, and the general public.
Responsibilities:
Supervises the fiscal control activities for multiple American Rescue Plan (ARP) and other federal programs as well as develops summary data and maintains records of associated equipment.
Assesses budgetary needs of the program and prepares the biennial budget. Prepares all budgetary Governor & Executive Council requests for the ARP and all other federal programs. Interprets fiscal policies of federal and state agencies, and compiles financial and program information to monitor budgets for the ARP and other federal programs to ensure that adequate funding is available for program operations, and for annual and periodic reporting to entities such as the EPA, advisory board and the legislature.
Reviews multiple monthly reconciliations and financial reports in order to properly post journal entries to subsidiary systems and analyze the finances of the program. Projects future financial position using revenue analysis to ensure sustainability of the ARP and other federal programs.
Coordinates with program managers and loan recipients to finalize loan documents and prepares loan amortization schedules and invoices for loan recipients and inclusion in the closing loan documents. Evaluates appropriation expenditures and revenues to ensure timely collection, disbursement and reconciliation of funds.
Maintains accounting records and provides reports for the ARP and other federal programs.
Analyzes expenditures, projects future financial positions and monitors pro-forma financial statements. Consults with program managers relative to developing short-term policies.
Develops and updates operational procedures. Trains agency staff on how to process and maintain daily project records. Provides guidance to resolve technical, fiscal and accounting problems.
Communicates with state officials to solve problems relating to fund accounting, financial reports, and audit activities.
Oversees the ARP program positions to ensure the programs’ accounting is done accurately and in a timely fashion. Plans and reviews work assignments and conducts performance evaluations.
Continually seek to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
