We are currently seeking an Operations Manager to support a Harold Force Account Construction Manager for a high-profile project in Queens.

Responsibilities

• Assign the Access & protection resources into Baseline Construction schedule (IPS)
• Prepare monthly cost performance report for all indirect contracts for LIRR and Amtrak
• Develop cost performance curves as part of monthly updates
• Prepare weekly field production reports (Plan vs. Actual)
• Prepare and develop force account Access & Protection estimates for upcoming contract, additional work and change orders
• Prepare and develop the estimate of direct force account if the F/A direct work is for supporting 3rd party contractors
• Prepare and develop the Access & Protection resource projection – LIRR and Amtrak.
• Prepares and issue 2 week look ahead coordination schedules and weekend outage plan for next 4 months. This coordination schedule includes required track/power outages and manpower requirements
• Develop LIRR and Amtrak support analysis on operations and incorporates into Force Account Estimating database
• Collect backups of actual usage and gather issues from CM, LIRR and Amtrak.
• Review LIRR and Amtrak Pro-formas (DRAFT invoice) and provide the comments
• Review the invoices of Amtrak and LIRR and get the approval of ESA FA Director
• Review the invoices of NYCT and get the approval of ESA FA director
• Maintain Invoice log of Access & Protection ( Amtrak & LIRR)
• Prepare and provide the FTE number and actual cost for updating the Monthly and Quarterly Progress Report
• Work with F/A Material Manager to prepare and update the Force Account material tracking table as well as material monthly reports
• Attend weekly cost invoice meetings with LIRR and Amtrak and resolves issues related to invoices as well as attend 3rd party contractor coordinator meetings, direct force account meetings and access and projection coordination meetings

Qualifications

• A bachelor’s degree in Engineering /Architecture preferred
• Minimum of five (5) years of practical experience or equivalent work experience in the fields of engineering, architecture, construction or transportation
• Strong communication skills and attention to detail required
• Prior railroad experience a plus
