The HR SOURCE is Hiring a HR Director Near Bethesda, MD

Our client in the education industry is currently looking for a Human Resources Director. The Human Resources Director will report to the Executive Director and be responsible for the overall administration, coordination, and evaluation of the Human Resources function including federal, state, and local compliance; United States immigration and visa policy compliance; policy and procedure development; full life-cycle of recruitment; personnel file management; benefits administration; employee relations; budget management; worker’s compensation; unemployment; internal investigations; monthly and annual reporting; and HRIS/records management.

The essential functions and responsibilities include but are not limited to the following:

· Maintains knowledge of industry trends, employment legislation, and US immigration and visa regulations and ensures compliance.

General support to management

· Works directly with senior management to assist them in carrying out their responsibilities on personnel matters.

Compliance

· Responsible for compliance with federal and state legislation pertaining to all personnel matters, such as FMLA, ADA, Sexual Harassment, OSHA, Worker’s compensation, ERISA, etc.

· Communicates changes in personnel policies and procedures and ensures proper compliance is followed.

Compensation

· Responsible for managing the compensation function for all employees.

· Plans, develops and implements compensation programs, policies and procedures that are responsive to the School Employment Association Agreements, consistent with School goals and competitive practices, and with government regulations.

· Participates in the Collective Bargaining agreements negotiations.

Benefits administration

· Coordinates and manages the annual open enrollment period for benefits.

· Manages all aspects of the organizations benefit programs, including processing new enrollments and changes; resolving administrative issues with all insurance carriers to include plan provisions and employee claims; and working with the school’s broker to introduce new benefit options to employees and negotiate contracts with vendors.

· Manages relationship with 403(b) Plan provider.

· Manages and tracks worker’s compensation and unemployment claims.

· Ensures 403(b) plan compliance with ERISA regulations and coordinates filing of IRS Form 5500

Recruitment/ Employment

· Conducts recruitment efforts for all exempt and nonexempt personnel, including writing and placing all job advertisements, coordinating candidate site visits, conducting interviews, participating in job fairs, conducting the new employee orientation.

· Ensures background checks and reference checks are completed for all employees.

· Responsible for compliance with School Employment Association Agreements and Employee handbook.

· Conducts new-employee orientations; employee relations counseling and exit interviews.

· Rewrites job descriptions as necessary.

· Counsels employees regarding disciplinary problems and provide mediation when necessary.

· Manages employee separation process for both voluntary and involuntary terminations.

· Annually reviews and makes recommendations to executive management for improvement of policies, procedures, and practices on personnel.

· Ensures that each employee’s job performance is evaluated annually.

· Consults with personnel legal counsel as appropriate, and/or as directed by the Executive Director of school on personnel matters.

Visas and Immigration

· Responsible for compliance with United States immigration and visa regulations and policies including expatriates.

· Consults with immigration legal counsel as appropriate, and/or as directed by the Executive Director.

Reporting / HRIS

· Maintains the Human Resource Information System (HRIS) and is responsible for accuracy and integrity of the data.

· Completes related reports for government agencies and local education associations.

· Develops and maintains a human resources system that meets personnel information needs.

Others

· Develops and maintains annual human resources budget.

· Participates on committees and special projects.

· Performs other incidental and related duties as required and assigned.

· Manages the HR team including two Human Resources generalists.

Requirements

Qualifications:

· French language proficiency is a plus.

Experience & Education:

· Bachelor’s degree required, master’s degree preferred

· 7-10 years of relevant experience in Human Resources positions

· PHR or SPHR certification preferred.

· Knowledge and experience with federal, state and local employment laws

· Knowledge and experience with US immigration employment regulations

· Experience working in a school setting is preferred.

· Experience working in an environment that includes collective bargaining agreements (CBAs) is preferred.

· Knowledge of the French education system and the degree and qualifications corresponding is preferred

Computer Skills:

· Proficient in Google Suite.

· Proficient in HRIS/payroll systems; knowledge of ADP preferred

· Internet savvy and skilled with technology
