The City of Oklahoma City is Hiring a HUMAN RESOURCES SPECIALIST Near Oklahoma City, OK

Department Information, Job Summary and Essential Job Functions
NOTE: The normal starting salary for this position is $70,783.20/annually. A higher salary may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.
This job is located in the Human Resources Department within the City of Oklahoma City with responsibility for the supervision and coordination of professional and clerical employees comprising a work section. Within this classification, differentiation occurs with respect to the specific disciplinary expertise required, since in addition to knowledge of general Human Resources administration, specialized knowledge of classification, compensation, talent acquisition, employee/labor relations, and benefits administration may be required. The Human Resources Specialist has some contact with outside agencies and frequent contact with persons at all levels of the City organization to exchange information, provide assistance related to City Human Resources policies and procedures, collective bargaining agreements (CBA) and related Memorandums of Understanding (MOU), or to interpret or clarify pertinent government regulations and law. Essential job functions include: administering and advising on Human Resources policies and collective bargaining agreements, drug and alcohol testing program, classification, compensation, employment, performance management, and benefits; participating in labor negotiations; advising on and providing coaching/training regarding employment related laws and regulations; advising on and providing conflict resolution and complaint resolution; conducting employee investigations; preparing and implementing sectional budget and goals and objectives; analyzing current and future labor market conditions and trends; examining comparability and equity of City compensation and benefit plans with appropriate labor market; identifying possible funding sources for new projects and preparing grant applications; monitoring City-wide employee transactions; analyzing a wide variety of data in order to make decisions regarding Human Resources activities and/or to design and implement new systems; performing a variety of administrative tasks in support of work unit activities; and supervising and coordinating activities of a section including professional and clerical personnel. Work is reviewed by the division manager for soundness of judgment, efficiency of operations, and program accomplishments. This position communicates verbally or in written form with department/division heads, union officials, other City employees, representatives of private business, other municipalities, etc., to provide or obtain information related to City Human Resources policies and procedures and pertinent government regulations.

VETERANS PREFERENCE
Honorably discharged veterans of the United States Active Duty Armed Forces, National Guard, and Reserve Forces who are not currently employed full-time by the City of Oklahoma City and who meet the qualifications for the position shall be given preference. To receive preference, veterans must submit verification of honorable discharge from the United States military service (Department of Defense Form DD214 or NGB Form 22) prior to the closing date of the vacancy announcement.
Job Requirements
  • Knowledge of and skill in classification and compensation systems administration (Total Rewards Division).
  • Knowledge of employee benefits administration, policies and procedures (Total Rewards Division).
  • Knowledge of employment and labor relations law, policies and procedures.
  • Knowledge of Human Resources administration and general human resources functions.
  • Skill in analyzing large quantities of data and reaching sound conclusions.
  • Skill in conducting general and senior/executive level recruitment and selection processes (Talent Acquisition, Management and Development Division).
  • Skill in supervising clerical and professional staff.
  • Skill in the use of computer applications such as Microsoft Word, Access, and Excel to produce professional reports, create spreadsheets, and analyze data.
  • Skill in utilizing HRIS and/or applicant tracking systems (Talent Acquisition, Management and Development Division).
  • Skill in utilizing workforce administration, base benefits, and benefit administration applications (Talent Acquisition, Management and Development Division and Total Rewards Divisions).
  • Skill in verbal and written communication using tact and diplomacy.
  • Ability and willingness to establish and maintain effective working relationships.
  • Ability to apply principles of logical thinking to solve practical problems.
  • Ability to work in emotionally-charged and challenging labor relations situations.
  • Ability to work independently, to make work-related decisions, and to assume responsibility for decisions made.
  • Ability to work with very sensitive and confidential information while maintaining the highest degree of confidentiality.
  • Ability to travel.

DEPARTMENTAL PREFERENCES
  • Experience with managing benefit programs in PeopleSoft Base/Automated Benefits.
  • Experience in building and maintaining complex Microsoft Access databases .
  • Supervisory experience in a Total Rewards role (group benefit plans a plus).
  • Bachelor degree (HR, Business, and/or Accounting preferred).
Working Conditions and Physical Requirements

WORKING CONDITIONS

  • Inside most of the time. Occasionally required to work outside to conduct/facilitate selection procedures.
  • Occasionally required to work beyond normal working hours.
  • Occasional out-of-town travel for seminars, meetings, etc.; some local travel required.

NOTE: The normal starting pay for this position is the minimum of the pay range listed above. A higher rate of pay may be considered, dependent on the qualifications and experience of the selected applicant and/or the City’s step placement policy.

PHYSICAL REQUIREMENTS

  • Near vision enough to read and draft written communications or reports, both manually and machine-generated.
  • Speech enough to communicate clearly and distinctly in person and by phone.
  • Hearing enough to communicate in person and by phone.
