Pay Range: $145,000 – 163,350 annual compensation

An Assistant Finance Director job is available with the City of Fort Worth FWLab to lead the Operating Budget division. The FWLab is a new initiative commissioned by City Manager David Cooke in February 2023 in support of Fort Worth's organizational values and to make government better. The work undertaken by the FWLab advances the City's Vision to "be the most livable and best managed city in the country" through building organizational capacity to explore, analyze and learn from data that is discoverable via existing and new municipal system and components. Specific systems or components of the FWLab include priority-based budgeting, data analytics and management, comprehensive planning, strategic infrastructure planning, bond program coordination, operational assessments/internal consulting, strategic foresight or futurist studies, and departmental strategic planning (FWStat).

The Assistant Finance Director will lead the development and management of the City’s operating budget. This is a substantial responsibility with the budget totaling $2.6B in Fiscal Year 2024. The candidate will be expected to embody the FWLab’s values of curious learning, collaborative thought partnership, and defense of the tax payers in the City of Fort Worth. The individual will be expected to manage a diverse group of employees through the use of excellent interpersonal skills. The selected individual must possess an organizational and political awareness of sensitive projects, programs, and services that can involve competing interests and priorities. The right candidate will build relationships with the City Management team and peers across the City in order to build trust, expand collaborative opportunities and provide premier customer service.

Minimum Qualifications:

• Bachelor’s degree in Public Administration, Business Administration, Finance, Economics, Accounting or a closely related field.
• Six (6) or more years of responsible experience in finance, including four (4) years in a supervisory/management role.

Preferred Qualifications:

• Considerable knowledge of, and experience with, principles and practices of municipal budget and finance, accounting, and organizational analysis and design.
• Experience and familiarity with data analytics and data visualization and tools.
• Implementation of organizational strategic planning and/or performance measurement.

The Assistant Finance Director job responsibilities include:

• Directs the activities of the division/department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; and ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.
• Manages staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary decisions or recommendations.
• Assists in establishing appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; and allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems and internal reporting relationships; identifies opportunities for improvement; and directs and implements changes.
• Participates in, or directs the formulation, presentation, adoption, publication, development and administration of the City budget; assists in forecasting funds needed for staffing, equipment, materials and supplies; approves expenditures; participates in developing strategies for advancing goals and mission through allocation of resources; and implements budgetary adjustments as appropriate and necessary.
• Administers assigned contracts; negotiates and prepares complex requests for proposals or contracts with external professional service providers and vendors; monitors work progress; and ensures adherence to project schedules and budgets.
• Assists in the design and implementation of new, integrated financial systems; participates in the acquisition, development and efficient and effective use of supporting systems and equipment; and maintains operations in a manner that meets the needs of the City-wide use base, as assigned.
• Represents the FWLab to other departments, elected officials, outside agencies, and general public; participates on a variety of boards, commissions and committees; and provides staff support and technical guidance to assigned boards and commissions.
• Provides complex administrative assistance to the Chief Transformation Officer and other executive level staff as appropriate.
