Classification title: Training and Development Specialist IV (Bilingual Safety Training Specialist IV)

This position performs highly complex (senior level) training and development work. Work involves coordinating, developing, evaluating, and conducting training sessions using a variety of training methods. May serve as team lead providing guidance to others. The Training Specialist IV is selected by and reports to the Manager of Safety Training and Inspections. The Training Specialist IV performs complex (senior level) training work. Work involves planning, designing, organizing, conducting, and evaluating educational and training programs in both English and Spanish; analyzing training needs, developing and preparing training materials; coordinating and conducting training sessions; and promoting the use of training services, methods, and techniques. Observes all applicable agency policies and procedures, including adhering to established leave and attendance policies, safety rules and regulations, and use of state property. Works under limited supervision with moderate latitude in the use of initiative and independent judgment.

This position:

  • Delivers DWC hosted and privately requested occupational safety and health training seminars in English and Spanish to employers and their employees throughout Texas.
  • Plans, researches, develops, implements, evaluates and revises English and Spanish language occupational safety and health publications.
  • Formulates learning objectives, designs and creates course content, and develops methods for assessment and evaluation of the effectiveness of English and Spanish training programs.
  • Conducts job safety analyses, identifies problems and recommends appropriate corrective actions as requested.
  • Reviews employer health and safety training programs to provide training resources based on observed needs and regulatory requirements.
  • Assists in the development of standard injury prevention procedures.
  • Works with trade associations, business organizations and other industry groups to promote the Safety Training and Inspections program and safe workplaces.
  • Performs other duties as assigned.

This position requires:

  • Graduation from an accredited four-year college or university.
  • Five years full-time experience in performing occupational safety and health work in General and Construction Industries.
  • A four-year college degree in occupational safety and health, OR a Safety Professional (CSP) Certification, OR an Industrial Hygiene (CIH Certification may be substituted for two years of work experience.
  • Must have Bilingual (Spanish and English) language skills (oral and written).

Additional job details:

  • This position requires regular work attendance.
  • The position may be eligible for a hybrid work schedule. If eligible, the employee must have a secure, dedicated workspace with reliable broadband internet service.
  • The ideal candidate must be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours.
  • The interview will include a reading and writing test.
  • The interview will include a 30-minute PPT presentation. If scheduled for an interview, you will be provided with a variety of safety and health topics to select your presentation topic.

Preferences for this position include:

  • Five years full-time experience in performing occupational safety and health work in General and Construction Industries.
  • Bachelor’s degree in health and safety field.
  • Occupational safety designation, such as Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Occupational Health & Safety Technician (OHST).
  • Authorized OSHA Outreach Trainer in General and Construction Industries.

This position requires demonstrated knowledge of:

  • State laws, rules, procedures, and regulations relevant to job requirements.

  • Education principles, practices, and techniques.

  • Instructional design and curriculum development.

  • Providing training and instructions in English and Spanish.
