TEXAS ALCOHOLIC BEVERAGE COMMISSION is Hiring a Program Specialist I (Support Services Assistant) Near Austin, TX

GENERAL DESCRIPTION: 

Performs routine (journey-level) consultative services, technical assistance, inventory and receiving work. Work involves transferring, sale and accounting of inventory. Performs mailroom operations to include opening, sorting, and distributing mail, making deposits. Work includes, and maintenance of agency pool vehicles. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL JOB FUNCTIONS (EJFs): 

(30%) Serves as the back-up for the Texas Alcoholic Beverage Commission (TABC) Property Manager. 

  • Assists with the agency property inventory to include receiving, tagging, distributing, inventorying and disposal. Processes property transfers, disposals, and additions within the agency to keep TABC’s physical inventory as up to date as possible.
  • Assists in the coordination and report for agency annual physical inventory as required by state law to be submitted to the Texas Comptroller of Public Accounts.
  • Ensures the proper recording of surplus property sales and the proper documentation of payment in CAPPS Financials and Comptroller State Property Accounting system. 
  • Assists in the preparation of operating inventory reports, reconciling agency automated system records with the State Property Accounting (SPA) system.
  • Assists staff with firearm sales/purchase agreements to retiring agents through answering any questions and explaining the agency's policy.
  • Reviews and compiles accounting receiving reports pertaining to agency purchases. Audits and approves field receiving reports, invoices, and similar records when needed. Streamline incoming Field Receiving Reports and establish strong communication with the field offices.

(30%) Opens, date stamps, classifies, sorts, and distributes incoming agency mail; stamps and prepares mail-outs. 

  • Processes out going federal and inter-agency mail daily and enters receiving reports in CAPPS.
  • Ensures mailed documents are mailed the most cost-effective way including pre-sort.
  • Performs mailroom operations to include delivery and pick up documents, supplies, equipment, and materials. 
  • Serves as the agency receiving agent. 

(25%) Serves as the liaison between agency, building management maintenance and Texas Facilities Commission (TFC) for property-related transactions. 

  • Ensures the agency's pool vehicles are properly maintained for agency personnel.
  • Performs daily errands outside the facility utilizing agency pool vehicles.
  • Prepares and completes TABC’s required fields for title transfers for vehicles purchased by the public through auction or TFC storefront. Post auction items to TFC’s public Surplus Website
  • Assists with the monthly compilation of mail center and pool vehicle statistics.
  • Assists with managing Key Control.

(10%) Manages and submits Business Services division's records as needed to the Texas State Library and Archives Commission (TSLAC). 

  • Utilizes TSLAC's record managing program, TexLinx, to organize records according to the agency's records retention schedule.

(5%) Performs other duties as assigned.

MINIMUM QUALIFICATIONS: 

Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment. Experience and education may be substituted for one another.

NOTE: Fifteen semester hours of college credit may substitute for six months experience.

One year (1) full-time experience in clerical, office experience, property accounting, inventory, or mail services.

KNOWLEDGE, SKILLS, AND ABILITIES: 

Knowledge of local, state, and federal laws related to the program area; public administration techniques; training and marketing techniques; and program management processes and techniques.

Knowledge of postal classes, rates, and mailing procedures.

Knowledge of related software including Microsoft Word, Excel, and Outlook.

Skilled in the use of a personal computer and related office equipment.

Skilled in the use of general office equipment.

Ability to maintain confidential information.

Ability to maintain working relationships with personnel of other divisions, agencies, and the public.

Must have a valid Texas Driver's License and a good driving record.

Ability to move mail parcels, office furniture and equipment up to 25 pounds.

REGISTRATION, CERTIFICATION OR LICENSURE: 

Valid Texas Driver’s License and a good driving record.

PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS: 

This position functions in a standard office environment. Must be able to maintain a regular work schedule during normal business hours. Must be able to move about the office to access file cabinets, office equipment, etc. Must be able to travel 50% daily. Must be able to communicate and exchange accurate information via phone, email, Teams and in person. Must be able to perform repetitive use of a keyboard at a workstation. Must be able to work with overlapping deadlines. Required to work as a team member, have direct customer contact, and work with sensitive and confidential information.

  • The Texas Alcoholic Beverage Commission reserves the right to adjust compensation based upon legislative mandates in regard to TABC's and/or an employee's contribution to the Employees Retirement System. In compliance with Senate Bill 321, agencies that hire a person who has retired from the Employees Retirement System (ERS) or the Law Enforcement and Custodial Officers Supplemental Fund (LECOS) on or after September 1, 2009, are required to remit a surcharge each month the return-to-work retiree is employed. Candidates meeting these requirements will be offered a lower base salary to cover the surcharge.
