Job Description

The Advisory Board Program Specialist is selected by and responsible to the Deputy Executive Director of Administrative Services and provides advanced consultative, technical, and administrative assistance work for the agency’s program advisory boards. Work involves planning, developing, implementing, organizing and overseeing advisory board meetings in accordance with state laws and regulations, program rules and internal policies; providing consultative and administrative assistance to advisory board members as well as staff, governmental agencies, community organizations or the general public regarding advisory board matters; and, acting as the liaison between the Executive Office, Office of Strategic Communications and advisory board members. Work requires frequent contact with advisory board appointees, governor appointees, the public and licensees. Work is performed under limited supervision with considerable latitude for the use of initiative and independent judgment.

Essential Duties

· Oversees and performs a variety of technical, training, research, planning, policy, program, assessment, and administrative activities for the agency’s program advisory boards.

· Oversees and coordinates program advisory boards meetings, activities and/or work with, governmental agencies, and other interested parties, providing consultative services and technical assistance in the planning, implementation, and monitoring of the agency’s program advisory boards.

· Oversees and administers the TDLR advisory board member appointment process, including posting advisory board positions, reviewing applications, and coordinating selections.

· Performs as principal support staff for program advisory boards, assisting with the preparation of agendas, filing agendas with the Secretary of State, preparing meeting notebooks, handling meeting logistics and communications with advisory board members and taking and transcribing advisory board meeting minutes.

· Serves as a liaison between Office of Strategic Communications, the Executive Office, the agency, program advisory boards, and providing guidance as needed.

· Consults with staff, commissioners, and advisory board members to resolve problems, identify training needs, and discuss program effectiveness.

· Develops non-routine correspondence, reports, studies, forms, and documents relating to program advisory boards. Provides technical guidance and advice on advisory board administrative matters to agency executives, management, or other staff.

· Provides guidance to Executive Office staff in the development and integration of new methods and procedures for program advisory boards.

· Provides friendly, caring service to citizens and employees of the Department.

· Oversees administrative assignments, programs, and other administrative matters relating to program advisory boards within the Office of Strategic Communications.

· May perform as support staff for Commission meetings, assisting with the preparation of agendas, filing agendas with the Secretary of State, preparing meeting notebooks, handling meeting logistics and communications with Commission members, and taking and transcribing Commission meeting minutes.

· Prepares administrative reports and studies and performs specialized research projects.

· Analyzes legislation and rules to develop recommendations to address policy and programmatic changes and/or issues.

· Collects, organizes, analyzes, and/or prepares materials in response to requests for program information and reports, including public information requests.

· Ensures records for the advisory boards are maintained in accordance with the agency’s record retention policy.

· Complies with division and/or agency training requirements.

· Develops, reviews, and communicates program and administrative policies, procedures, standards and methods, and evaluates their effectiveness in accordance with program goals.

· Keeps management appropriately informed of ongoing activity and critical matters affecting the operation and well-being of the agency.

· Demonstrates a spirit of teamwork, offering positive and constructive ideas, encouragement, and support to other members of the staff and team, while upholding the agency’s core values.

· Adheres to all Texas Department of Licensing and Regulation Personnel Policies and performs related work as assigned.

Minimum Requirements

Five (5) years of experience in program administration, administration management or in a program support role is required. Experience in supporting commissions, boards or committees and planning, coordinating, and conducting meetings or events required. Graduation from an accredited four-year college or university with major course work in business administration or a related field is preferred and may substitute for two years of the experience requirement. Experience with the administration, regulation, or enforcement of any TDLR program preferred.

Remarks

The successful candidate will have: Knowledge of federal, state, and local laws and internal policies governing TDLR program advisory boards; of public administration and program management processes and techniques; of accepted business practices as well as related legislative and legal practices and procedures. Knowledge of statistical analysis; of research techniques; and, of the Texas Public Information Act and Open Meetings Act. Skilled in identifying measures or indicators of program performance; and, in operating computers, including MS Office applications. Ability to prepare reports; to develop, evaluate and interpret policies and procedures; and, to gather, assemble, correlate, and analyze facts. Ability to devise solutions to problems; to provide executive level technical and administrative support via telephone, in person or in written format; and, to handle high level administrative issues. Ability to communicate effectively, both orally and in writing, to train, lead, and/or prioritize the work of others; to analyze and solve work related problems; and, to maintain composure in a fast-paced environment.

Job Type: Full-time

Pay: $64,848.00 - $70,087.44 per year
