Dept of State Health Services is Hiring a Remote Program Specialist VI

Under the supervision of the Medical Director of the Community Health Improvement (CHI) Division. The Program Specialist (PS) VI will provide advanced (senior level) technical assistance for the Federally Qualified Health Clinic (FQHC) Incubator Program within CHI. Will work as the team lead of the FQHC Incubator program and delegates tasks to the Program Specialist (PS) V on the team. Work involves creating policies, procedures, rules, regulations, and standards related to the program and developing effective instruments for evaluation of contract and grant management processes for the program. This position will provide oversight of the contracts awarded under the program and oversee quality monitoring processes for awarded contracts. Position will oversee marketing the program to community and professional groups to coordinate, improve, and stimulate interest in the program. This position will coordinate the collection, organization, analysis, and preparation of materials in response to requests for FQHC Incubator program information and reports. This position will serve as the primary subject matter expert to applicants, grantees, communities, agency staff, agency leadership, other governmental agencies, and the general public on the FQHC Incubator program. Supports CHI mission, goals and objectives. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment and action. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

(35%) Acts as the Team Lead for the FQHC Incubator program, reporting to the Medical Director of the CHI Division. Leads the creation of needed materials for program implementation, including application materials and application procedures. Develops project milestones for release of contract funds, and evaluation plans for grantees using agency and stakeholder input. Leads the team in evaluating submitted applications for approval and ensures with CMS that applicants meet eligibility criteria for funding. Provides feedback on submitted implementation plans from applicants to ensure they align with project goals and are realistic to the applicant's capacity and timeframe. Provides high level technical assistance to Contract Management Section (CMS) staff, contractors, and program staff to ensure completion of applications and concurrence with Department of State Health Services (DSHS) policies. Provides high-level advice and counsel to applicants, contractors and CMS, by creating and interpreting policies, procedures, rules, regulations, and standards related to the program. Delegates tasks to the Program Specialist (PS) V in the Incubator Program, assists with training and evaluation of the PS V. Assists manager with developing program policies, procedures, standards, and manuals related to the FQHC Incubator Program and ensuring that program operates according to those procedures and standards.

(30%) Coordinates, implements, and provides oversight of contract management and quality monitoring processes for approved applicants to the FQHC incubator program. Collaborates and serves as the primary contact between the program and other DSHS/HHSC contracting and billing entities in contract execution. Determines the method and policies for monitoring reviews of contract awardees to determine compliance with state and federal regulations and general provisions and creates and implements assessments of performance of grantees. If grantees are not performing per contract requirements, takes corrective actions as needed. Analyzes contracting issues to determine trends and recommends solutions to operational problems. Creates efficiencies in quality monitoring or operational processes based on analyses or reports and recommends actions or solutions to inefficiencies.

(15%) Serves as the primary subject matter expert to applicants, grantees, communities, agency staff, agency leadership (including Deputy Associate Commissioner and other executives), other governmental agencies and general public. Leads the team in responding to questions regarding applications, eligibility requirements, contract requirements, performance milestones and any other aspects of the program and training materials, presentations, and markets the program to community organizations and professional groups in order to elicit applications through the Open Enrollment. Analyzes legislation to develop recommendations for policy in programmatic issues relating to the implementation, improvement, and/or expansion or reduction of program funding; and leads in responding to legislative and external inquiries and requests.

(15%) Leads the team in development of critical performance metrics to track the FQHC Incubator Program and develops and maintains a database of those critical elements including (but not limited to) applicants, program goals, federal grant awards, grant review scores, and other pertinent data related to the program. Creates technical reports on outcomes and performance metrics for the program to present to executive level staff at DSHS and recommends appropriate changes to programs based on these reports.

(5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working the extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

Initial Selection Criteria:
Graduation from an accredited four-year college or university; experience and education may be substituted for one another on a year-for-year basis.

Experience of state and federal policy development processes is preferred.

2 years' experience with contracting processes and management and supervision of contracts is preferred.

At least 1 year of experience leading the work of others, which includes delegating or assigning work, is required.
